RELATING TO MEDICATION SYNCHRONIZATION. Requires health insurance and hospital and medical service plans that provide prescription drug benefits to apply prorated daily cost-sharing rates for prescriptions dispensed by pharmacies.

RELATING TO FOSTER CARE. Proposed HD1: Amends the Child Protective Act, Chapter 587A, Hawaii Revised Statutes, by deleting the existing section 587A-3, Guiding Principles for children in foster care, and replacing it with a new section 587A - , Rights of children in foster care.

RELATING TO TOBACCO. Prohibits the issuance of retail tobacco permits and sale of tobacco products and electronic smoking devices by businesses that are located within seven hundred fifty feet of a school, public park, or public housing complex.

RELATING TO PRESCRIPTIVE AUTHORITY FOR CERTAIN CLINICAL PSYCHOLOGISTS. Authorizes and establishes procedures and criteria for prescriptive authority for clinical psychologists who meet specific education, training, and registration requirements. Requires the Board of Psychology to report to the Legislature prior to the Regular Session of 2022. Sunsets 6/30/2021.

RELATING TO HUMAN SERVICES. Appropriates funds to satisfy state and federal class action settlement agreements requiring the Department of Human Services to implement a foster care maintenance payment system that complies with the federal Child Welfare Act, to increase clothing allowance payments, to reimburse certain caregivers and beneficiaries for past inadequate benefit payments, and comply with additional settlement terms.

RELATING TO THE LICENSURE OF MIDWIVES. Establishes the criteria for licensure of midwives by the Department of Commerce and Consumer Affairs. Provides for interim rules for continuing education requirements, standards of professional conduct, prescriptive authority, and penalties for violations. Appropriates funds.

RELATING TO A RIGHT TO PARENT FOR BLIND PERSONS. Establishes parental rights for blind parents or prospective blind parents in the context of child welfare, foster care, family law, and adoption.

RELATING TO INSURANCE. Proposed HD1: Requires insurance coverage after December 31, 2018, for the costs of transportation to the continental United States for heart or lung, or both, transplant patients. (HB687 HD1 PROPOSED)

RELATING TO HEALTH INSURANCE. Ensures certain benefits under the federal Affordable Care Act are preserved under Hawaii law, including: extending dependent coverage for adult children up to 26 years of age; prohibiting health insurance entities from imposing a preexisting condition exclusion; and prohibiting health insurance entities from using an individual's gender to determine premiums or contributions.

RELATING TO BEHAVIOR ANALYSIS SERVICES. Clarifies the scope of practice of behavior analysis. Clarifies who may provide behavior analysis and applied behavior analysis services regardless of licensure status, including licensed individuals working within an overlapping scope of practice, individuals supervised by a licensed professional of an overlapping scope of practice, and caregivers.

RELATING TO BEHAVIOR ANALYSIS. Clarifies the scope of practice of behavior analysis to mean the practice of applied behavior analysis. Broadens the exemption of licensed or credentialed practitioners practicing within their own recognized scopes of practice who are already exempt from the Behavior Analyst Law, to include participants in the Medicaid Intellectual and Developmental Disabilities Home and Community-Based Waiver.

RELATING TO HUMAN SERVICES. Proposed HD1: Requires criminal history checks of adult relatives who provide care for a child whose family receives a child care subsidy from the Department of Human Services, clarifies that the Department of Human Services may take both administrative and judicial action to enforce child care licensing provisions of chapter 346, Hawaii Revised Statutes, clarifies the role and response of the child care licensing program when it receives a report of death or injury of a child in a child care setting, and addresses the release of information pending an investigation.

RELATING TO CANCER. Creates the colorectal cancer screening and awareness pilot program within the department of health and appropriates funds for the program. Repeals on 6/30/2020.

RELATING TO MEDICAL EDUCATION. Requires the Department of Health to conduct a study regarding a pilot program to pay for Hawaii residents to attend the College of Medicine of the University of Northern Philippines in Ilocos Sur in exchange for a commitment to practice medicine in Hawaii after graduation.

RELATING TO HEALTH. Establishes penalties for the misbranding of fish or fish products that results in consumer illness. Creates the Fish Misbranding Special Fund. Authorizes the Director of Health to prohibit the sale of fish or fish products deemed to be a credible health concern.

RELATING TO DOMESTIC VIOLENCE. Provides that funds received from the federal government for the purpose of addressing domestic violence and moneys from the Emergency Medical Services Special Fund shall not be distributed to a law enforcement agency or emergency medical services agency whose policies, procedures, and training for personnel and supervisors do not formally require lethality assessments and safety planning with victims of domestic violence. Takes effect 7/1/2020.

RELATING TO PRESCRIPTION DRUGS. Requires prescribers of certain controlled substances to consult the electronic prescription accountability system before issuing a prescription for the controlled substance.

RELATING TO INFORMED CONSENT FOR VACCINATIONS. Requires health care providers to obtain informed consent in writing from a person before administering a vaccination. Establishes requirements for obtaining informed consent.
