RELATING TO JUVENILE JUSTICE REFORM. Amends chapter 352 and chapter 352D, Hawaii Revised Statutes, to establish the Kawailoa Youth and Family Wellness Center, and transforms the approach of juvenile justice to a therapeutic model.

RELATING TO CHILD CARE. Proposed HD1: Extends the implementation and enforcement dates of Act 161, Session Laws of Hawaii 2017, until July 1, 2019. Requires the Department of Human Services to submit a report to the Legislature prior to the 2019 Regular Session.

RELATING TO HEALTH. Proposed HD1: Establishes the Health Analytics Program in the Med-QUEST Division of the Department of Human Services and authorizes the Department of Human Services to maintain an all-payers medical claims data base.

RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE. Removes discriminatory requirements for mandatory insurance coverage of in vitro fertilization procedures to create parity of coverage for same-sex couples, unmarried women, and male-female couples for whom male infertility is the relevant factor.

RELATING TO CANCER PATIENTS. Requires insurance coverage for oocyte and sperm cryopreservation procedures to preserve the fertility of adults diagnosed with cancer who have not yet started cancer treatment.

RELATING TO INSURANCE. Authorizes the State to apply for and implement a waiver from certain provisions of the Patient Protection and Affordable Care Act of 2010, as amended.

RELATING TO DENTISTRY. Amends the ethics training requirement for dentists in the continuing education program to be six hours of ethics training within the previous two years.

RELATING TO CHAPTER 245, HAWAII REVISED STATUTES. Makes unlawful shipment of tobacco products to anyone other than a licensee. Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law, thereby making all provisions of the cigarette tax and tobacco tax law that relate to tobacco products applicable to e-liquid as well. Increases the license fee for wholesalers or dealers and the retail tobacco permit fee.

RELATING TO CESSPOOLS. Amends the cesspool upgrade, conversion, or connection income tax credit pilot program by repealing the provision that restricts DOH from certifying more than two residential large capacity cesspools as qualified cesspools.

RELATING TO CHILD SUPPORT. Requires certain amounts of child support moneys collected by the Department of Human Services (DHS) for public assistance of a child to pass through to the family receiving the public assistance. Requires DHS to disregard passed through child support payments when determining the needs of an applicant for or recipient of public assistance.

RELATING TO HEALTH. Establishes and amends provisions relating to the care of the elderly and disabled in state-licensed care facilities.

RELATING TO HEALTH. Appropriates funds to the Department of Health to purchase electronic ankle monitoring bracelets, hand wands, lighting, and closed circuit television cameras for the Hawaii State Hospital. Authorizes the issuance of general obligation bonds to fund capital improvement projects at the Hawaii State Hospital to improve security.
