RELATING TO HEALTHCARE PRECEPTOR TAX CREDITS. Allows advanced practice registered nurses, physicians, dentists, and pharmacists to receive tax credits for acting as preceptors in volunteer-based supervised clinical training rotations provided to eligible students that enable the students to obtain an eligible healthcare professional degree or certificate.

RELATING TO HUMAN SERVICES. Authorizes the Department of Human Services to contract the services of a dedicated capture manager responsible for securing grant and other funding opportunities for the Department of Human Services. Makes an appropriation. Repeals on 6/30/2020.

RELATING TO CHILD SUPPORT ORDERS. Allows the child support enforcement agency, at the request of a noncustodial parent or on its own initiative, to require a custodial parent to provide evidence that child support funds are being spent in compliance with an order of support. Allows a noncustodial parent to petition the family court for modification of a child support order if the custodial parent does not provide the requested evidence. Requires the child support enforcement agency to hold the portion of disputed child support funds in trust pending the final disposition of the petition.

RELATING TO HOTELS. Requires the HTA to make available to hotel owners, operators, and employees a course of training on appropriate handling and response procedures for suspected human trafficking activities.

RELATING TO HEALTH. Designates September as "Hawaii Alcohol and Opioid Addiction Awareness and Recovery Month" to promote public awareness of and recovery from alcohol and opioid addiction.

RELATING TO HEALTH. Includes the medical use of cannabidiol products as allowable medical uses of cannabis for opioid use disorder.

RELATING TO OPIOIDS. Requires that persons who sell opioid drugs must also provide a label warning of the risks of addiction and death.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
