RELATING TO FOOD DONATION. Expands liability protection for donors to include donations of food and similar donations made directly to needy persons. Authorizes the donation of expired food when the donor believes in good faith that the food remains fit for human consumption.

MAKING AN APPROPRIATION FOR EMERGENCY MEDICAL SERVICES. Appropriates moneys to the Department of Health for a 24 hours a day, 7 days a week ambulance unit for the counties of Kauai and Hawaii.

RELATING TO HEALTH. Requires a franchise retail food establishment to include nutritional information about each standard menu item. Establishes a penalty for violation.

RELATING TO HEALTH. Amends the definition of "quality assurance committee" to include committees established by long-term care facilities, skilled nursing facilities, assisted living facilities, home care agencies, hospices, and authorized state agencies. Allows for the creation of a quality assurance committee outside of a single health plan or hospital.

RELATING TO HUMAN SERVICES. Requires the Auditor to conduct an audit of each domestic violence nonprofit organization that has received state funding in the past 5 years.

RELATING TO HEALTH. Establishes a health care access task force to review health care policies, the affordable care act, and other jurisdictions' health care legislative proposals to determine ways the state can increase access to health care.

RELATING TO HEALTH. Adds specific requirements to Hawaii's existing sexuality health education law. Requires the BOE and DOE to collaborate to provide curricula information to the public. Requires students to be excused from the provided instruction upon written request by a parent or guardian.

RELATING TO HEALTH. Establishes positions and appropriates funds to assist in the review, certification, and recertification of dialysis centers and other health care facilities under the purview of DOH.

RELATING TO FAMILY COURT. Requires certain persons to immediately report a potential tort claim to the family court when that person has reason to believe that a child in foster custody has suffered an injury that may arise to a tort claim. Establishes procedures for the family court to allow a child in foster custody who has suffered an injury to seek outside legal representation for a claim of damages as a result of a tort.

RELATING TO THE PRACTICE OF PHARMACY. Amends the definition of "practice of pharmacy" to expand the scope of services and specific medications that pharmacists may furnish.

RELATING TO NATUROPATHIC MEDICINE. Authorizes a naturopathic physician to prescribe testosterone consistent with naturopathic medical practice. Clarifies that narcotic drugs shall not be included within the naturopathic formulary.

RELATING TO ADULT ABUSE AND NEGLECT. Requires the Auditor to conduct a performance and management audit of the Department of Human Services Adult Protective and Community Services branch and to report its findings to the 2019 Legislature.

RELATING TO ELDER ABUSE. Specifies that the caregivers against whom the Attorney General may bring a civil action on behalf of the State for alleged abuse of a dependent elder includes employees or agents of the State whose duty is to oversee or manage the financial affairs of a dependent elder.

RELATING TO THE ELDERLY. Makes financial exploitation of an elder by a caregiver a class A felony.

RELATING TO HEALTH. Authorizes the Department of Health to investigate care facilities reported to be operating without an appropriate certificate or license issued by the Department. Establishes penalties for violations and for patient referral or transfer to uncertified or unlicensed care facilities.
