RELATING TO HEALTH COVERAGE FOR PORT-WINE STAINS. Requires certain health insurers and plans to provide coverage beginning 1/1/2019 for treatment of port-wine stains.

RELATING TO APPRENTICESHIPS. Appropriates funds to continue and expand health care apprenticeship programs at UH community colleges.

RELATING TO NOISE LEVEL STANDARDS. Requires the Department of Health to adopt rules regarding noise level standards for residential and commercial areas of the State, including the enforcement of these standards.

RELATING TO HEALTH INSURANCE. Requires health insurers, mutual benefit societies, and health maintenance organizations to provide health care coverage and benefits for a minimum of 6 months of inpatient and outpatient treatment for opioid dependence beginning after 12/31/2018.

RELATING TO HEALTH. Increases the license fee for wholesalers or dealers of cigarettes and tobacco products. Increases the taxes on cigarettes and tobacco products.

RELATING TO EMERGENCY MEDICAL SERVICES. Appropriates moneys to DOH for a 24 hours a day, 7 days a week ambulance unit for the County of Kauai.

RELATING TO HEALTH. Appropriates funds for 1 advanced life support ambulance to be based in Puna on the island of Hawaii and to be used from 8:00 a.m. to 10:00 p.m., and to include a vehicle, equipment, and personnel costs.

RELATING TO TAXATION.
Provides a nonrefundable tax credit for eligible taxpayers for child care costs for children up to four years of age.

RELATING TO HEALTH. Designates the month of September of each year as Suicide Prevention and Awareness Month.

RELATING TO HEALTH. Requires restaurants that sell children's meals that include a beverage for a single price to make the default beverage a healthy beverage.

RELATING TO HEALTH.
Requires the Legislative Reference Bureau to conduct a study on the costs and effects in the State of implementing a single-payer health care system similar to that which is proposed in the federal Medicare for All Act of 2017. Appropriates funds to conduct the study.
