RELATING TO HOMELESSNESS. Requires the Department of Human Services to establish safe zones where homeless persons may reside. Appropriates funds.

RELATING TO APPROPRIATIONS TO ADDRESS HOMELESSNESS. Appropriates funds to the Department of Human Services for the coordinated statewide homeless initiative, subject to certain conditions.

RELATING TO HUMAN SERVICES. Requires DHS, in collaboration with DOH, to review the progress of the Hawaii pathways project pilot and continue to pursue efforts to utilize medicaid to provide supportive housing services for chronically homeless individuals. Provides considerations for DHS in planning for the expansion of supportive housing services provided through medicaid managed care plans. Requires DHS to report to the legislature. Makes an appropriation.

RELATING TO HOMELESSNESS. Requires the Governor to make available state land for the establishment of a homelessness village and establishes the Puuhonua Homeless Villages program. Provides limitation on liability for government entity and volunteers providing services. Makes an appropriation.

RELATING TO HOMELESSNESS. Establishes within the Department of Human Services an Ohana Zones program to provide housing to homeless individuals and families based on principles similar to Housing First and appropriates unspecified funds for the program. Appropriates unspecified funds to the Department of Human Services and the Department of Health to continue to administer programs for individuals or families who require assistance to avoid or escape homelessness including outreach, Rapid Rehousing, Housing First, Law Enforcement Assisted Diversion, and the Family Assessment Center on Oahu. Appropriates unspecified funds to the Hawaii Public Housing Authority for public housing improvements and renovations statewide and a rent supplement pilot program.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
