RELATING TO HOMELESS SHELTERS. Exempts temporary homeless shelters from state and county health and sanitation provisions, and from county zoning provisions, from 7/1/2018, to 7/1/2028.

RELATING TO HOUSING. Authorizes religious, charitable, educational, and other nonprofit organizations to provide shelter to homeless persons, including by hosting temporary encampments on property owned by the organization. Imposes limits on the types of ordinances a county may enact or other actions a county may take in regulating the ability of these organizations to provide shelter to homeless persons. Defines "nonprofit organization." Limits the liability of county agencies and employees.

RELATING TO HOMELESSNESS. Establishes within the Department of Human Services a Hawaii County Homeless Villages program. Waives applicable state and county permitting and construction fees for the program. Exempts the State from claims arising out of the provision of housing or services to homeless persons. Provides immunity from civil liability to volunteers and state employees who provide housing or services to homeless persons. Appropriates funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
