Status

RELATING TO HOMELESS SHELTERS.

Exempts temporary homeless shelters from state and county health and sanitation provisions, and from county zoning provisions, from 7/1/2018, to 7/1/2028.

HB 2038

Status

RELATING TO HOUSING.

Authorizes religious, charitable, educational, and other nonprofit organizations to provide shelter to homeless persons, including by hosting temporary encampments on property owned by the organization.  Imposes limits on the types of ordinances a county may enact or other actions a county may take in regulating the ability of these organizations to provide shelter to homeless persons.  Defines "nonprofit organization."  Limits the liability of county agencies and employees.

HB 2039

Status

RELATING TO SCHOOL FACILITIES.

Requires DOE to conduct a review of all school consolidation studies completed by the department within 10 years prior to the effective date of this Act to determine whether the findings and recommendations of the studies are still valid.  Requires DOE, with the assistance of DHS, to review the feasibility of using the school facilities covered by the consolidation studies as sanctuary spaces for vulnerable populations.  Requires a report to the legislature.

HB 2461

Status

RELATING TO HOMELESSNESS.

Establishes within the Department of Human Services a Hawaii County Homeless Villages program.  Waives applicable state and county permitting and construction fees for the program.  Exempts the State from claims arising out of the provision of housing or services to homeless persons.  Provides immunity from civil liability to volunteers and state employees who provide housing or services to homeless persons.  Appropriates funds.

HB 2576

Status

RELATING TO HOUSING.

Authorizes private organizations to provide shelter to homeless individuals at micro-villages on the organizations' private property.  Limits county authority to restrict micro-villages and county liability relating to micro-villages.  Appropriates funds to DHS for social services in micro-villages.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
