The 2018 Hawaii State Legislature
Looking to Finalize Policy to Significantly address Homelessness in Hawaii
The Legislature finds that homelessness is one of the State's most significant and challenging social concerns. According to the U.S. Department of Housing and Urban Development Point-in-Time count in January Hawaii has 7,220 homeless people which places Hawaii as the State with the highest per capita homeless in the nation.
This briefing shall focus on breaking down silos in the health and human services arena relating to homelessness and moving the focus to consensus building and solution seeking through collaboration. The mission of this briefing is to identify methods and programs that efficiently and effectively address and reduce homelessness. The methods identified shall work to provide significant benefits for achieving the outcome of empowering Hawaii’s most vulnerable people the homeless; and to expand their capacity for self-sufficiency, self-determination, independence, healthy choices, quality of life, and personal dignity.
We will be hearing from government officials, hospitals, non-profits, mental health workers, social workers, faith-based organizations, and other advocates to identify possibly solutions to significantly address Hawaii's homelessness.
We have invited the following officials, departments, non-profits, agencies, hospitals, organizations, advocates and individuals to participate in this briefing.

1. The procedure will be to allow approximately 3 minutes per participant on their proven method.
2. How many homeless will such a program or method serve?
3. Where is the location and is it private, State, Federal, County, or Hawaiian Home Lands property?
4. Funding – What will such a program costs? Will the request for funding be from private, non-profit, State, Federal, or County sources?
The goal of this briefing is to build consensus and finalize solutions for homelessness. After 2 hours, the last 15 minutes will be reserved to highlight solutions which may become bills, administrative action, or private foundation projects.
