RELATING TO AN UNDERGRADUATE HEALTH SCIENCES ACADEMY. Establishes an undergraduate health sciences academy to be administered by the University of Hawaii-West Oahu to increase recruitment and retention of Native Hawaiian, Pacific Islander, and first generation college students. Requires the University of Hawaii-West Oahu to submit a report to the legislature regarding educational outcomes. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS. Amends the composition and term limit of the board of regents of the University of Hawaii. Reestablishes the governor's authority to nominate and, with the advice and consent of the senate, appoint the members of the board of regents of the University of Hawaii. Requires the governor to fill a vacancy on the board of regents within 90 days. Pursuant to a proposed constitutional amendment, abolishes the regents candidate advisory council for the board of regents of the University of Hawaii. Requires the governor to nominate new members to the board of regents by 1/29/2019, and for those new members who are appointed to begin serving terms on 3/1/2019. (SD2)

RELATING TO CANCER RESEARCH. Appropriates funds to the University of Hawaii Cancer Center to determine the reasons that Hawaii has the highest incidence of liver and bile duct cancer in the country. Effective 7/1/2050. (SD1)

RELATING TO THE UNIVERSITY OF HAWAI‘I. Establishes the University of Hawaii open educational resources task force to conduct a comprehensive analysis and evaluation on all general education courses and high attendance courses taught at the University of Hawaii system to identify open educational resources for those courses. Establishes and appropriates funds for an open educational resources pilot project grant program to incentivize faculty that adopt, develop, and implement open educational resources. Effective 7/1/2050. (SD2)

RELATING TO TUITION AT THE UNIVERSITY OF HAWAII. Caps increases in tuition for the University of Hawaii based on the change in the State's median household income. (SD2)

RELATING TO UNIVERSITY OF HAWAII REVENUE BONDS. Authorizes the University of Hawai‘i to issue $100,000,000 in revenue bonds for the purpose of financing the construction and maintenance of qualifying capital improvement projects. (SD1)
