RELATING TO THE UNIVERSITY OF HAWAII COMMUNITY COLLEGE PROMISE PROGRAM. Establishes the University of Hawaii Community College Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any community college campus of the University of Hawaii system. Appropriates funds to establish and implement the program.

RELATING TO THE HAWAII PROMISE PROGRAM. Makes scholarships under the Hawaii promise program available to any qualified student enrolled at the University of Hawaii, regardless of whether the student is enrolled at a community college. Establishes a trust fund for the program. Increases individual income taxes for the highest income earners to provide funding for the program.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS. Amends section 201-76, Hawaii Revised Statutes, to expressly place the Pacific International Space Center for Exploration Systems within the Department of Business, Economic Development and Tourism. Removes the Executive Director of the space center as a member of the board and adds the Chancellor of the University of Hawaii at Hilo. (HB2324 HD1)

RELATING TO TUITION ASSISTANCE. Permits the Adjutant General to extend the University of Hawaii tuition assistance awards to qualified retired Hawaii National Guard enlisted persons, warrant officers, and company grade officers. (HB2089 HD1)

RELATING TO EDUCATION. Directs the Department of Human Resources Development to provide University of Hawaii tuition grants to state employees who commit to continued employment with the State after graduation. Appropriates moneys. (HB2113 HD1)

RELATING TO UNIVERSITY OF HAWAII PUBLIC-PRIVATE PARTNERSHIPS. Authorizes the University of Hawaii to enter into public-private partnerships and establishes an Office of Strategic Partnerships and Development to specifically analyze, evaluate, recommend, coordinate, oversee, and manage public-private partnerships that benefit the University of Hawaii. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
