RELATING TO PROCUREMENT. Requires the listing of all joint contractors and subcontractors for construction contracts subject to the procurement code where the total estimated contract value is $5,000,000 or higher. Requires the listing of joint contractors and subcontractors in the trades of electrical, plumbing, asbestos, elevators and boilermaker for construction contracts subject to the procurement code where the total estimated contract value is less than $5,000,000.

RELATING TO PROCUREMENT. Removes $10,000 maximum limit on a cash or protest bond that must be posted for a procurement award protest.

RELATING TO PROCUREMENT. Requires past performance to be factored into future bid selection of a contractor. Defines past performance. Requires past performance to be considered in sole source procurement. Requires that upon completion of a procurement contract, the department that issued the request for proposal shall evaluate the work and performance of the respective contractors and maintain the evaluations in the department's files. Appropriates funds.

RELATING TO PROCUREMENT. Requires the state procurement policy board to annually review and examine procurement contracts of at least two executive department, division, or agency contracts that are over $50,000. Requires the state procurement policy board to randomly perform compliance examinations of government purchasing agencies and examinations of agencies selected based on a pattern of agency noncompliance.

RELATING TO PROCUREMENT. Establishes that the requirements of ethical public procurement and the procurement code of ethics established by the Procurement Policy Board apply to all parties to procurement contracts that are otherwise exempted from the procurement code.

RELATING TO PROCUREMENT. Requires any government body that enters into a contract that is exempt from the state procurement code pursuant to section 103D-102(b), Hawaii Revised Statutes, such as a contract for procurement of services of attorneys employed or retained to advise, represent, or provide any other legal service to the State or any of its agencies, on matters arising under the laws of another state or foreign country, or in an action brought in another state, federal, or foreign jurisdiction, when substantially all legal services are expected to be performed outside this State, and when procurement by competitive means would be impractical or not advantageous to the State, to report that contract to the State Procurement Office and Legislature.

MAKING AN APPROPRIATION TO STUDY ALTERNATIVES FOR THE REHABILITATION AND RENOVATION OF THE STATE CAPITOL REFLECTING POOL. Makes an appropriation to the department of accounting and general services to conduct a study relating to the rehabilitation and renovation of the state capitol reflecting pool.
