RELATING TO SALARY OVERPAYMENTS. Requires each department to deduct the department's total salary overpayment from the department's budget request for the following fiscal biennium. Requires that employees who exhaust their sick leave be placed on a manual accounting system. Removes the two-year statute of limitations on determination and notice to an employee of salary and wage overpayment. Allows officers charged with collecting debt due to salary or wage overpayment to garnish the pension of former employees.

RELATING TO PROCUREMENT. Requires all government procurement officers to attend a training and development program prior to participating in or authorizing any procurement. Requires all government procurement officers to complete review training every three years. Requires all procurement officers, department heads, and their deputies, except for the administrator, to attend mandatory procurement training within ninety days of appointment. Appropriates funds.

RELATING TO PROCUREMENT. Clarifies requirements for public works projects for a bidder who is a party to an apprenticeship agreement.

RELATING TO THE STATE CAPITOL. Transfers all upkeep and maintenance responsibilities for the state capitol and its grounds and facilities, including all full-time equivalent positions and funding necessary for salaries and maintenance, to the sergeant-at-arms of the senate and house of representatives, respectively.

RELATING TO THE STRUCTURE OF GOVERNMENT. Consolidates the Department of Budget and Finance and the Department of Human Resources Development into the Department of Budget, Finance, and Human Resources. Transfers functions and duties accordingly.
