RELATING TO THE LOW-INCOME HOUSING TAX CREDIT. Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit. Effective 7/1/2050.

RELATING TO HOMELESSNESS. Establishes and appropriates funds for a three-year housing homeless children pilot program to assist families with minors experiencing, or at imminent risk of, homelessness due to domestic violence, to obtain and maintain permanent housing. Appropriates funds for public housing improvements and renovations and to support Department of Health and Department of Human Services programs to end homelessness. Provides that the Hawaii Public Housing Authority may procure case management and counseling services for the housing homeless children pilot program without adhering to the State Procurement Code.

RELATING TO AFFORDABLE HOUSING. Directs the Hawaii Housing Finance and Development Corporation, or the appropriate state entity, to initiate negotiations to keep the units of the Front Street Apartments on Maui affordable, purchase the Front Street Apartments property, or acquire the property through condemnation. Authorizes the conditional use of funds from the Rental Assistance Revolving Fund to negotiate with the property owners.

RELATING TO HOUSING FOR NATIVE HAWAIIANS. Authorizes the construction and use of micro housing units on Hawaiian home lands approved by the Department of Hawaiian Home Lands, and leased to native Hawaiian beneficiaries who meet the minimum Hawaiian blood quantum requirement, notwithstanding county zoning laws. Authorizes the use of the Hawaiian home loan fund and Hawaiian home general loan fund for assistance in purchasing or renting micro housing units for use on approved Hawaiian home lands and leased to beneficiaries who meet the minimum Hawaiian blood quantum requirement. Makes appropriations to the Department of Hawaiian Home Lands for construction of micro housing units, subject to certain conditions, and to build general organizational capacity of native Hawaiian-controlled nonprofit housing developers. Effective 7/1/2050.

RELATING TO AGRICULTURE. Authorizes the issuance of special purpose revenue bonds to assist Twin Bridge Farms, Inc., to purchase certain lands.

RELATING TO IRRIGATION. Permits the transfer of operational authority over the portions of the East Kauai irrigation system operated and maintained by the East Kauai Water Users' Cooperative as of 7/1/2018, to the Department of Agriculture upon adoption of rules. Establishes positions within the Agricultural Resource Management Division. Authorizes GO bonds. Makes an appropriation.

RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT. Extends through the 2028 taxable year the time in which the Department of Agriculture may certify important agricultural lands qualified agricultural cost tax credits. Effective 7/1/2050.

RELATING TO AGRICULTURE. Repeals the provision that makes claiming of the Important Agricultural Land Qualified Agricultural Cost Tax Credit contingent upon the tax credit for the aquarium and marine science research facility at Ko Olina Resort and the training and educational facilities at Makaha Resort. Expands the definition of "qualified agricultural costs." Repeals the provision that requires the Department of Agriculture to cease certifying credits after 2017.

RELATING TO IMPORTANT AGRICULTURAL LANDS. Adds the definition of "landowner" to the provisions relating to the identification and designation of important agricultural lands.

RELATING TO ENVIRONMENTAL DUE DILIGENCE. Makes an appropriation for the Department of Land and Natural Resources to conduct a phase I environmental site assessment and, if necessary, a phase II environmental site assessment and suitable environmental remediation at the former Lalamilo reservoir site on the island of Hawaii as due diligence to include any common transaction costs concerning the Lalamilo reservoir site land exchange transaction for the relocation of a public library.

RELATING TO PUBLIC LANDS. Establishes ten-year redevelopment district and designated district pilot projects within the Kanoelehua Industrial Area and Banyan Drive region until 6/30/2028. Modifies public land lease restrictions. Appropriates funds.

RELATING TO ENERGY. Authorizes the Hawaii Technology Development Corporation to provide grants to certain business conducting research and development of alternative energy projects. Appropriates funds.

RELATING TO LAND DEVELOPMENT. Requires the Department of Land and Natural Resources to allocate 10 percent of revenues collected from commercial properties within the Banyan Drive redevelopment area to the Banyan Drive Hawaii Redevelopment Agency. Appropriates funds to the Agency for conducting environmental impact studies that are necessary to complete the Agency's redevelopment plan for the Banyan Drive redevelopment area. Requires matching funds from the County of Hawaii.

RELATING TO WASTE MANAGEMENT. Requires that all state and county agency contractors that dispose of liquid or solid waste provide a receipt that the waste was received and disposed of at a licensed facility or an appropriate farm or construction site before full payment is made for those contractual services. Allows for partial payment to be made without a receipt and prior to any dumping of waste. Prohibits alteration or falsification of receipts.

RELATING TO THE ENVIRONMENT. Authorizes the Agribusiness Development Corporation to enter into contracts with private businesses to remove select municipal solid waste, glass, and food and green waste from the waste stream for use in other business sectors, including agriculture, construction, and energy production; provided the contracts benefit agricultural and agriculture-related projects.

RELATING TO BIOFUELS. Increases the renewable fuel tax credit cap to $3,500,000 and makes the tax credit permanent. Creates a renewable fuel facilitator position within the Department of Business, Economic Development, and Tourism. Requires reporting to the Legislature. Applies to taxable years after 12/31/2017. Takes effect on 7/1/2050. Sunsets on an unspecified date.

RELATING TO ELECTRIC GRID RESILIENCY. Creates a $50,000,000 revolving line of credit sub-fund under the umbrella of the Green Energy Market Securitization Loan Fund for any state agency or department to finance energy efficiency measures. Establishes the Grid Resiliency Loan Program and a Grid Resiliency Task Force to prepare the State's electrical grid for natural disasters and other emergencies. Establishes a Grid Resiliency Loan Special Fund to provide funding for critical infrastructure.

RELATING TO WATER POLLUTION. Bans the sale, offer of sale, or distribution in the State of any sunscreen that contains oxybenzone or octinoxate, or both, without a prescription issued by a licensed healthcare provider to preserve marine ecosystems. Prohibits counties from enacting an ordinance or regulatory restriction to prohibit the sale, use, labeling, packaging, handling, distribution, or advertisement of sunscreens containing oxybenzone or octinoxate, or both, prior to July 1, 2021.
