RELATING TO THE NATIONAL GUARD. Part I: Allows the Department of Defense to recoup operating costs when allowing the use or temporary rental of its facilities by the public, provided that the use or rental does not interfere with any military use. Part II: Appropriates funds for the establishment of one full-time equivalent cybersecurity intelligence analyst position within the state Department of Defense. Effective June 15, 1215.

RELATING TO THE KING KAMEHAMEHA CELEBRATION COMMISSION. Appropriates moneys to the department of accounting and general services to establish one full-time equivalent (1.0 FTE) position for the executive director of the King Kamehameha Celebration Commission. Appropriates moneys to fund the costs incurred by the annual King Kamehameha day celebration events.

RELATING TO THE KING KAMEHAMEHA CELEBRATION COMMISSION. Increases the number of members on the King Kamehameha celebration commission from thirteen to fifteen. Establishes an executive director to be appointed by the commission.

RELATING TO THE FESTIVAL OF PACIFIC ARTS. Makes an appropriation to the temporary commission on the thirteenth Festival of Pacific Arts to plan for the Festival of Pacific Arts to be held in Honolulu from June 11 to June 27, 2020.

RELATING TO THE HONOLULU BIENNIAL INTERNATIONAL ARTS EXHIBITION. Appropriates moneys, as a grant, for the Honolulu Biennial international arts exhibition. Effective June 15, 1215.

RELATING TO THE STATE FOUNDATION ON CULTURE AND THE ARTS. Appropriates moneys to the State Foundation on Culture and the Arts Artist Fellowship Program for the awarding of one-time fellowships to promising artists.

RELATING TO THE FIFTIETH ANNIVERSARY OF THE HAWAII STATE CAPITOL. Appropriates funds to the State Foundation on Culture and the Arts to fund celebrations for the 50th anniversary of the Hawaii state capitol. Requires the State Foundation on Culture and the Arts to use a portion of the appropriated funds to establish a kiosk or shop to disseminate information about the state capitol to visitors to the state capitol.
