RELATING TO TAXATION. Amends the general excise tax law by adding a definition for "marketplace provider". Provides that a person with no physical presence in the State shall be considered to be engaged in business in the State if, in the current or immediately preceding calendar year, the person has gross receipts attributable to transactions in the State totaling $100,000 or more. Clarifies that a person who sells or assists in the sale of tangible personal property and who provides customer service, processes payments, and controls fulfillment is the seller of the property for general excise tax and use tax purposes.

RELATING TO ADDRESS CONFIDENTIALITY. Establishes the address confidentiality program within the Department of the Attorney General to help survivors of domestic abuse, sexual assault, and stalking to relocate and keep the location of their physical address confidential. Makes an appropriation to the Department of the Attorney General that is effective 7/1/2049. Effective 7/1/2050.

RELATING TO INTOXICATING LIQUOR. Authorizes the county liquor commissions to issue new class 2 restaurant licenses before restaurants commence operation. Clarifies that class 2 restaurant licenses are transferrable. Requires an applicant for a new class 2 restaurant license or a transferee to certify that the applicant or transferee intends to and shall derive no less than 30 percent of the establishment's gross revenue from the sale of foods.

RELATING TO ETHICS. Allows the State Ethics Commission to employ or retain its
own attorneys. Takes effect on 1/7/2059.

RELATING TO CONSUMER PROTECTION. Requires franchisees to disclose their non-participation in advertising campaigns of the franchisor in which discounts or promotions are offered. Prohibits franchisors from limiting or restricting the disclosures. Exempts and defines "quick service restaurants."

RELATING TO UNCLAIMED LIFE INSURANCE BENEFITS. Adopts the National Conference of Insurance Legislators' Model Unclaimed Life Insurance Benefits Act, which requires life insurers to conduct database searches using the federal Social Security Administration's death master file or similar database to determine whether an insured has died. Requires life insurers to use good faith efforts to locate any beneficiaries to a policy, contract, or retained asset account. Authorizes the insurance commissioner to use discretion to limit, exempt, or phase-in compliance with requirements under certain circumstances.

RELATING TO HEALTH CLUBS. Requires health clubs to maintain a surety bond, letter of credit, or guaranty agreement secured by a certificate of deposit of at least $100,000 to be paid to any member who suffers loss of money paid due to the cessation of operation of a health club.

RELATING TO LIBRARIES. Authorizes the State Librarian to designate one or more public library employees to be notaries public. Allows designated employees to perform as notaries public in government service for fees that will be deposited into the Library Fee for Enhanced Services Special Fund.

RELATING TO PUBLIC LIBRARIES. Establishes a pilot program to generate revenue through the lease of public library lands to meet the mission of the public libraries. Establishes the library facilities fund. Requires the state librarian and board of education to report to the legislature. Makes appropriations for the pilot program and the hiring of land development experts.

RELATING TO PUBLIC SCHOOLS. Transfers fee interest in certain public school lands from the City and County of Honolulu and the Department of Land and Natural Resources, as applicable, to the Department of Education. Exempts transferred lands from classification as public lands.
