RELATING TO PUEO RESEARCH. Appropriates funds for the Department of Land and Natural Resources to conduct, in collaboration with the University of Hawaii College of Tropical Agriculture and Human Resources, a statewide breeding ecology study and foraging ecology study on the pueo.

RELATING TO COUNTY LAND USE REQUIREMENTS. Prohibits residential or congregate use of sheds or other structures on agricultural lands. Prohibits residential development on lands previously or currently in a preservation zoning district. Requires condominium property regimes to comply with county subdivision or equivalent requirements subject to exceptions. Requires that an application for registration of a project in a county agricultural zoning district or preservation zoning district include a verified statement, signed by an appropriate county official, that the project is in compliance with any applicable supplemental county ordinances, county subdivision standards, and other rules, and an agricultural business plan, farm plan, or conservation plan.

RELATING TO RENEWABLE ENERGY. Replaces the current renewable energy technology systems tax credit with tax credits for solar or wind energy systems and energy storage systems. Applies to taxable years beginning after 12/31/2018.

RELATING TO ENERGY. On or before January 1, 2020, requires the PUC to establish performance incentive and penalty mechanisms that directly tie electric utility revenues to the utility's achievement on performance metrics. Exempts member-owned cooperative electric utilities. Effective 7/1/2018.

RELATING TO ELECTRIC VEHICLES. Requires 25% of parking for certain residential multi-unit buildings and commercial buildings built after 7/1/2018 be electric vehicle charger ready. Clarifies the existing parking fee exemption for electric vehicles and specifies application at state airports. Extends the parking fee exemption for parking fees charged by state authorities until 6/30/2024.

RELATING TO PLANNING. Requires the State and counties to incorporate predictions of sea level rise and other climate change hazards and mitigation opportunities into applicable plans, strategies, and mapping. Requires PUC to consider the findings in the Hawaii Sea Level Rise Vulnerability and Adaptation Report.

RELATING TO PUBLIC EMPLOYMENT COST ITEMS. Appropriates funds for Fiscal Biennium 2017-2019 for collective bargaining cost items, salary increases, and other cost adjustments for public employees in Collective Bargaining Unit (14) and for their excluded counterparts.

RELATING TO COLLECTIVE BARGAINING. Requires public employees in collective bargaining units to provide written notification to the employee's exclusive representative to discontinue the employee's payroll assignments within a certain time period. Requires the employee's exclusive representative to provide a copy of the notification to the employer within ten business days of receipt from the employee.

RELATING TO COLLECTIVE BARGAINING. Provides that negotiations over the implementation of management decisions affecting terms and conditions of employment that are subject to collective bargaining are not precluded from collective bargaining negotiations. Specifies that negotiations over the procedures and criteria of certain subjects of bargaining do not compel either party to agree to a proposal or make a concession.

RELATING TO PROCUREMENT. Requires all government procurement officers to attend a training and development program prior to participating in or authorizing any procurement. Requires all government procurement officers to complete review training every three years. Requires all procurement officers, department heads, and their deputies, except for the administrator of the State Procurement Office, to attend mandatory procurement training within ninety days of appointment. Appropriates funds.

RELATING TO PROCUREMENT. Requires any governmental body that enters into a contract that is exempt from the State Procurement Code pursuant to Section 103D-102(b), Hawaii Revised Statutes, such as a contract for procurement of services of attorneys employed or retained to provide legal services to the State or any of its agencies, to report that contract to the State Procurement Office and Legislature.

RELATING TO THE GOVERNOR'S COORDINATOR ON HOMELESSNESS. Establishes the position of the Governor's Coordinator on Homelessness in statute. Attaches the Governor's Coordinator on Homelessness to the Department of Human Services for administrative purposes, but requires the position to report to the Governor. Makes an appropriation.

RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS. Establishes the Labor Law Enforcement Special Fund to finance the collection of penalties and fees for violations of labor law; establishes two positions, including an attorney and legal assistant, in the Department of the Attorney General to represent the Department of Labor and Industrial Relations in collecting penalties for violations of law.

RELATING TO JOB TRAINING. Requires the Department of Human Resources Development to establish a working group to establish and implement a supervisory and professional job shadowing pilot project in which candidates for promotion to supervisory or professional positions receive training by shadowing incumbents who are close to retirement. Requires the working group to submit a report to the Legislature prior to the 2019, 2020, 2021, and 2022 Regular Sessions and a final report before the 2023 Regular Session. Appropriates funds for the pilot project and working group.

RELATING TO LAW ENFORCEMENT. Requires the Legislative Reference Bureau to conduct a study that examines consolidating the law enforcement activities and responsibilities of various state divisions and agencies under a single, centralized state enforcement division or agency. Appropriates funds.

RELATING TO BOILER AND ELEVATOR SAFETY LAW. Makes housekeeping amendments to the Boiler and Elevator Safety Law. Changes the name of the Boiler and Elevator Special Fund to the Boiler and Elevator Revolving Fund. Extends the time from five to ten years for the Director of Labor and Industrial Relations to reimburse the general fund from the Boiler and Elevator Revolving Fund.

RELATING TO FAMILY LEAVE. Establishes the Prepaid Family Leave Implementation Board to assist the Department of Labor and Industrial Relations in establishing paid family leave for all workers in the State by January 1, 2020. Authorizes DLIR to adopt rules, including interim rules. Repeals the Board on January 1, 2024. Establishes a Paid Family Leave Special Fund and a Prepaid Healthcare Premium Supplementation Special Fund. Appropriates funds.

RELATING TO THE STRUCTURE OF GOVERNMENT. Consolidates the Department of Budget and Finance and the Department of Human Resources Development into the Department of Budget, Finance, and Human Resources. Transfers functions and duties accordingly. Transfers to the Department of Business, Economic Development, and Tourism (DBEDT) jurisdiction over cable TV and the Broadband Assistance Advisory Council from the Department of Commerce and Consumer Affairs and telecommunications carriers from the Public Utilities Commission. Establishes the position of a commissioner of telecommunications. Creates special fund in DBEDT for cable TV and telecommunications carriers. Requires the Broadband Assistance Advisory Council to advise the Director of DBEDT on broadband deployment.
