RELATING TO PUBLIC SAFETY.

Requires the design of all state buildings constructed on or after July 1, 2018, to include a shelter room or area that is capable of protecting individuals from Category 3 hurricanes.  Requires new construction to be consistent with specific standards.

RELATING TO THE MOTOR VEHICLE INDUSTRY LICENSING ACT.

Specifies certain recall reimbursement or repair requirements for manufacturers where a stop-sale order has been issued.  Authorizes a license holder to engage in business at motor vehicle dealer locations that are affiliated by common ownership under the same license.  Clarifies when certain manufacturers' or distributors' sales or service performance standards shall be deemed unreasonable, arbitrary, or unfair.  Prohibits a manufacturer or distributor from requiring a dealer to perform certain construction or renovations to the dealer's facilities; purchase items for a dealership facility in certain circumstances; or provide certain customer and proprietary data; unless certain conditions are met.

RELATING TO MOTOR VEHICLE REGISTRATION.

Establishes an additional motor vehicle registration fee for electric motor vehicles, hybrid motor vehicles, and plug-in hybrid motor vehicles, and deposits the money into the State Highway Fund.  Appropriates funds for the operation and maintenance of the State Highway Program.

RELATING TO AN AIRPORTS CORPORATION.

Authorizes establishment of the Hawaii Airports Corporation within the Department of Transportation for administrative purposes.  Sets out appointment of members to the board of directors and powers and duties of the Hawaii Airports Corporation.  Transfers aeronautics functions of the Department of Transportation to the Hawaii Airports Corporation by the established transfer completion date agreed upon by the Hawaii Airports Corporation, the Director of Transportation, and the Governor, which shall be no later than 12/31/2021.  Effective 7/1/2050.

Establishes the Office of Public-Private Partnership and the position of State Office of Public-Private Partnership Coordinator.  Adds public-private partnership project delivery methods to the Procurement Code and related conditions and requirements.  Requires an annual report.  Appropriates funds.

RELATING TO THE HAWAII TOURISM AUTHORITY.

Cancels the debt owed to the State by the Hawaii Tourism Authority for Convention Center construction costs and related interest.  Amends the Transient Accommodations Tax (TAT) revenue allocation to the Convention Center Enterprise Special Fund.  Establishes the Convention Center Repair and Maintenance Special Fund and the Convention Center Emergency Fund and allocates a portion of the TAT revenues to those funds.  Amends the minimum balance of the Tourism Emergency Special Fund.

Imposes the transient accommodations tax on additional resort fees that must be included in gross rental proceeds.

RELATING TO TAXATION.

Imposes registration requirements and the transient accommodations tax on transient accommodations brokers, travel agencies, and tour packagers that enter into arrangements to furnish transient accommodations at noncommissioned negotiated contract rates on their share of the proceeds.  Applies to taxable years beginning after 12/31/18.

RELATING TO THE NATIONAL GUARD.

Part I:  Allows the Department of Defense to recoup operating costs when allowing the use or temporary rental of its facilities by the public, provided that the use or rental does not interfere with any military use.  Part II:  Appropriates funds for the establishment of one full-time equivalent cybersecurity intelligence analyst position within the state Department of Defense.  Effective June 15, 1215.

Appropriates moneys to the department of accounting and general services to establish one full-time equivalent (1.0 FTE) position for the executive director of the King Kamehameha Celebration Commission.  Appropriates moneys to fund the costs incurred by the annual King Kamehameha day celebration events.

Appropriates funds to the State Foundation on Culture and the Arts to fund celebrations for the 50th anniversary of the Hawaii state capitol. Requires the State Foundation on Culture and the Arts to use a portion of the appropriated funds to establish a kiosk or shop to disseminate information about the state capitol to visitors to the state capitol.

RELATING TO HOUSING.

Establishes the Homeownership Housing Revolving Fund to provide loans or grants for affordable housing projects or units in projects that are allocated low-income housing credits or that are funded by certain federal programs or agencies.  Makes an appropriation into and out of the fund.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Requires the Hawaii Public Housing Authority to establish a program to offer insurance policies to landlords who rent to tenants using the section 8 housing choice voucher program.  Requires the Authority to report to the Legislature.  Appropriates moneys to establish and administer the program.  Effective 7/1/2050.

Status

RELATING TO HOMELESSNESS.

Expands eligibility and credit amount of the low-income household renters' income tax credit and adjusts the credit for inflation.  Appropriates funds for the Family Assessment Center.  Establishes and appropriates funds for the Homeless Children Rental Assistance Pilot Program and permits the Hawaii Public Housing Authority to procure certain services outside the state procurement process for the pilot program.
