RELATING TO TAXATION. Provides that a person is engaging in business in the State for the purpose of the general excise tax law if, in the current or immediately preceding calendar year, the person has $100,000 or more in gross income, or two hundred or more separate transactions, from the sale of tangible personal property delivered in the State, services used or consumed in the State, or intangible property used in the State.

RELATING TO LIQUOR. Eliminates the requirement that applicants for a liquor license or renewal of a license, or in the case of transfer of a liquor license, both the transferor and the transferee produce either a tax clearance certificate from the Internal Revenue Service or proof of entering into an installment plan agreement with the Internal Revenue Service.

RELATING TO INSURANCE. Updates various areas of the State's insurance laws to: adopt the NAIC's Corporate Governance Annual Disclosure Model Act beginning on 1/1/2020; allow the Department of Commerce and Consumer Affairs and the Insurance Commissioner to determine whether a request to add or change a trade name or assumed name satisfies certain requirements; clarify certain provider reimbursement requirements; adopt revisions to the Insurance Holding Company System Regulatory Act beginning on 1/1/2020; provide the Insurance Commissioner with additional regulatory authority to supervise or liquidate a captive insurer; enable the Insurance Division to create stopgap measures, until 12/31/2020, to implement the Network Adequacy Model Act; and make various housekeeping amendments to clarify existing language and avoid ambiguities.

RELATING TO ATHLETIC TRAINERS. Makes permanent the regulation of athletic trainers.

RELATING TO EDUCATION. Allows the Department of Education to develop a comprehensive plan to integrate design thinking and coding in middle, intermediate, and high school curriculums. Requires that any such plan developed by the Department of Education, including any proposed legislation, be submitted to the Legislature prior to the 2019 Regular Session.

RELATING TO EDUCATION. Permits individual department of education schools and career pathways, academies, or programs operated within a department of education school, to engage in commercial enterprises, including the sale of goods produced by or for an individual school, career pathway, academy, or program.

RELATING TO EDUCATION. Authorizes payment of National Certification Incentive bonuses to school psychologists. Amends provisions for bonuses for teachers and school psychologists at targeted, high-turnover, and hard-to-fill schools, including such schools that have improved so as to lose that designation. Amends general fund per-pupil funding calculation to exclude bonuses, incentives, and payments beyond regular wages and requires separate budget line items for these costs. Appropriates funds for public and charter school bonuses.

RELATING TO COLLEGE PLACEMENT EXAMINATION FEES. Appropriates moneys for the payment of SAT or ACT registration fees for public school students in the twelfth grade, and public charter school students in the eleventh or twelfth grade, who have not taken the SAT or ACT. Effective 7/1/2050.

RELATING TO SCHOOL CLOSURES. Authorizes a school's principal to close the school without consulting the complex area superintendent in the event of an emergency created by a natural disaster if the principal deems it unsafe for students and faculty.

RELATING TO PUBLIC CHARTER SCHOOLS. Requires the Department of Accounting and General Services to conduct biennial surveys of all departments regarding unused facilities or under utilized Department of Education schools that may be used by public charter schools and to maintain an inventory of the facilities. Requires the Department of Accounting and General Services to provide biennial reports on the inventory to the State Public Charter School Commission.

RELATING TO ON-SITE EARLY CHILDHOOD FACILITIES. Establishes an income tax credit for employers who create on-site early childhood facilities. Establishes and appropriates funds for one On-site Early Childhood Facility Coordinator position.

RELATING TO EDUCATION. Establishes the Hawaii Teacher Stipend Program to be administered by the Department of Education to address the shortage of teachers in the Hawaii public school system. Creates the Hawaii Teacher Stipend Program Special Fund to provide ongoing funding of stipends to students in the stipend program or successor programs. Appropriates funds.

RELATING TO THE HAWAII FARM TO SCHOOL PROGRAM. Establishes and appropriates funds for a farm to school grant pilot program within the Hawaii Department of Agriculture to provide grants to schools, early care and education centers, nonprofits, soil and water conservation districts, and food producers participating in the Hawaii farm to school program. Requires the Hawaii farm to school coordinator to submit a report to the legislature. Makes appropriations to continue the Hawaii farm to school program and coordinator position and to assist farmers and ranchers achieve Good Agricultural Practices Certification from the United States Department of Agriculture. Repeals on 6/30/2021. Effective 7/1/2050.

RELATING TO AGRICULTURE. Establishes a Farmer Apprentice Mentoring Program to teach and train farmers to utilize a whole farm system approach to agriculture. Makes an appropriation to the Department of Agriculture for the Farmer Apprentice Mentoring Program.

RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION. Appropriates moneys to the Agribusiness Development Corporation (ADC) to fund the federal Pacific Basin Agricultural Research Center efforts to address issues and concerns of the Hawaii Papaya Industry Association. Requires the Auditor to conduct a management and financial audit of ADC.

RELATING TO AGRICULTURE. Establishes the Agriculture Accelerator Program (Program) to authorize the Agribusiness Development Corporation (ADC) to invest in existing or new agriculture businesses approved by the Board of Directors of ADC in return for equity in those agriculture businesses. Establishes an Agriculture Accelerator Special Fund to provide moneys that ADC may invest in agriculture businesses under the Program.

RELATING TO AGRICULTURE. Establishes an Industrial Hemp Special Fund within the Department of Agriculture to deposit fees and expend funds necessary for the Industrial Hemp Pilot Program.

RELATING TO HEARING AIDS. Requires health insurance policies and contracts issued after 12/31/18 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every thirty-six months. Takes effect on 6/1/2050.

RELATING TO HEALTHCARE PRECEPTOR TAX CREDITS. Allows advanced practice registered nurses, physicians, dentists, psychologists, pharmacists, and social workers to receive tax credits for acting as preceptors in volunteer-based supervised clinical training rotations provided to eligible students that enable the students to obtain an eligible healthcare professional degree or certificate. Establishes the Preceptor Credit Assurance Committee to issue certificates to volunteer preceptors upon verifying that the volunteer preceptors meet the requirements of the tax credit.

RELATING TO HEALTH. Amends the definition of "quality assurance committee" to include committees established by long-term care facilities, skilled nursing facilities, assisted living facilities, home care agencies, hospices, and authorized state agencies. Allows for the creation of a quality assurance committee outside of a single health plan or hospital.

RELATING TO THE RIGHTS OF CHILDREN IN FOSTER CARE. Replaces the guiding principles for children in foster care under the Child Protective Act with the rights of children in foster care, which preserves the current rights of children in foster care and provides certain additional rights.
