RELATING TO FERAL CATS. Requires an unspecified state agency to contract with a nonprofit animal rescue group to oversee caretakers of feral cats. Exempts registered caretakers of feral cats from state laws and county ordinances relating to the feeding and confinement of cats. Establishes a trap-sterilize-return process.

RELATING TO CONSUMER PROTECTION. Creates the Hawaii Digital Gaming Commission within the Office of Consumer Protection to oversee and monitor predatory and exploitative practices in digital games. Makes an appropriation.

RELATING TO CONSUMER PROTECTION. Establishes certain disclosure requirements for publishers of video games that contain a system of purchasing a randomized reward. Appropriates funds.

RELATING TO HEALTH. Establishes and appropriates funds for one full-time equivalent (1.00 FTE) permanent veterinary medical officer position within the Department of Health.

RELATING TO FEES. Requires the Department of Health to waive all fees for the issuance of certified copies of birth certificates for any individual who is homeless, provided the individual's homeless status is corroborated by a verification letter issued by a homeless service provider.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Prohibits the Hawaii Employer-Union Health Benefits Trust Fund (Fund) from withholding any retroactive reimbursement payable after June 30, 2013, to a retired employee-beneficiary and qualified employee-beneficiary's spouse for an income-adjusted Medicare Part B premium based on the time in which the adjustment request is made to the Fund. Establishes notice requirements.

RELATING TO EMERGENCY PREPAREDNESS. Establishes the safe keiki grant program to award funds to qualified DOE schools to purchase supplies for students to remain at school shelters for 48 hours in the event of an emergency. Appropriates funds.

RELATING TO TAX ON SALES OF TANGIBLE PERSONAL PROPERTY. Clarifies that a person who sells or assists in the sale of tangible personal property and who provides customer service, processes payments, and controls fulfillment is the seller of the property for general excise tax and use tax purposes.

RELATING TO CONCESSIONS ON PUBLIC PROPERTY. Allows proposals to be submitted for concessions on public property. Establishes criteria for acceptance and awarding of proposals for concessions on public property. Specifies advertising requirements for bids or proposals and allows for online advertising. Repeals the fifteen-year limit on the granting of concession space and the exemption from the fifteen-year limit for non-profits. Allows for the granting of concession space for over thirty years if approved by the head of the agency awarding the concession contract.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
