RELATING TO APPRENTICESHIPS. Appropriates funds to continue and expand health care apprenticeship programs at UH community colleges.

RELATING TO INDEMNIFICATION OF COUNTY AGENCIES. Facilitates the process by which the University of Hawaii obtains approval to indemnify, defend, and hold harmless a county agency, its officers, agents, and employees, for university purposes and university functions on county property.

RELATING TO THE LOW-INCOME HOUSING TAX CREDIT. Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit.

RELATING TO PROCUREMENT. Appropriates funds to the State Procurement Office for two full-time construction procurement specialists to support the State Procurement Office.

RELATING TO TRANSIENT ACCOMMODATIONS. Provides that a county shall be eligible to receive $1,000,000 from the State for the purpose of enforcing all applicable laws and ordinances relating to transient accommodations, provided that no funds shall be released to a county until it has satisfactorily complied with specified conditions. Makes an appropriation from TAT revenues. Requires a report from a county receiving funds for enforcement of transient accommodations and short-term vacation rentals ordinances.

RELATING TO THE ENVIRONMENT. Requires LRB to update its 1985 study on environmental reorganization for Hawaii and assess the feasibility of implementing the findings and recommendations of the 1991 Department of Environmental Protection Task Force. Makes an appropriation.

RELATING TO ENERGY. Establishes the Hawaii clean economy initiative advisory board to advise the State on the transition to a clean energy economy. Allocates funds from the energy security special fund to support the board. Changes the name of the Hawaii clean energy initiative program to the Hawaii clean economy initiative program. Expands the role of the program to manage the State's transition to a clean transportation economy. Extends the implementation date of the program's plans from 2030 to 2045.

RELATING TO ENVIRONMENTAL PROTECTION. Requires state and county agencies to adopt and maintain rules pertaining to environmental protection, air quality, water supplies, water quality, and drinking water that are as stringent as, or more stringent than, applicable baseline federal standards.

RELATING TO ELECTRIC GRID RESILIENCY. Creates a $30,000,000 revolving line of credit sub-fund under the umbrella of the Green Energy Market Securitization Loan Fund for any state agency or department to finance energy efficiency measures. Establishes the Grid Resiliency Rebate Program and a Grid Resiliency Task Force to prepare the State's electrical grid for natural disasters and other emergencies.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
