RELATING TO UNIVERSITY OF HAWAII REVENUE BONDS. Authorizes the University of Hawaii to issue revenue bonds for the purpose of financing the construction and maintenance of qualifying capital improvement projects.

RELATING TO AQUACULTURE. Appropriates funds for the Department of Business, Economic Development, and Tourism to establish an aquaculture incubator at the National Energy Laboratory of Hawaii Authority to bring together entrepreneurs and investors to develop Hawaii's aquaculture industry.

RELATING TO THE HAWAII LABOR RELATIONS BOARD. Requires the Hawaii Labor Relations Board to adopt emergency rules if the Board finds that Hawaii's Collective Bargaining in Public Employment Law, or its application, is inconsistent with any federal or state law and the adoption of an emergency rule is urgently needed.

RELATING TO EDUCATION. Establishes a process for awarding Department of Education contracts for student transportation services and facility construction that includes public comment. Prohibits protests and judicial review of contract awards made pursuant to the process.

RELATING TO EMERGENCY RULES BY AGENCIES. Authorizes agencies to adopt specified emergency rules to lessen disruptions to prior practices caused from changes to federal or Hawaii legislation or court decisions.

RELATING TO PROCUREMENT. Removes $10,000 maximum limit on a cash or protest bond that must be posted for a procurement award protest.

RELATING TO UNIVERSITY OF HAWAII PUBLIC-PRIVATE PARTNERSHIPS. Authorizes the University of Hawaii to enter into public-private partnerships and establishes an Office of Strategic Partnerships and Development to specifically analyze, evaluate, recommend, coordinate, oversee, and manage public-private partnerships that benefit the University of Hawaii.

RELATING TO PUBLIC-PRIVATE PARTNERSHIPS. Establishes the Office of Public-Private Partnership and the position of State Public-Private Partnership Coordinator. Adds design-build-operate-maintain and design-build-finance-operate-maintain project delivery methods to the Procurement Code and related conditions and requirements. Requires an annual report.

RELATING TO EMPLOYMENT OPPORTUNITY. Appropriates funds to the Office of the Governor; the Department of Labor and Industrial Relations; the Department of Business, Economic Development, and Tourism; the Department of Human Resources Development; and the Department of Agriculture to collaboratively develop and implement solutions to assist dislocated workers and address the overall continued availability of gainful employment on the island of Molokai.

RELATING TO SPECIALTY CONTRACTORS. Requires the Contractors License Board to adopt rules to define the term "incidental and supplemental to the performance of work". Specifies that the definition shall refer to no more than an unspecified percentage of all work in the subcraft contract.

RELATING TO INDEPENDENT CONTRACTORS. Provides three categories and twelve factors for the Department of Labor and Industrial Relations to apply to determine independent contractor status.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
