RELATING TO INSURANCE. Establishes requirements for regulation of limited-duration health insurance by the Insurance Commissioner. Establishes maximum term, disclosure requirements, rate standards, and form approval requirements.

RELATING TO STATE SELF-INSURANCE AGAINST PROPERTY AND CASUALTY RISKS. Establishes a special fund to provide the State with self-insurance against the State's property and casualty risks. Appropriates moneys.

RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT. Amends the annual aggregate cap placed on the amount of the motion picture, digital media, and film production income tax credit that may be claimed by qualified productions. Allows greater flexibility in conditions placed on eligibility requirements for the motion picture, digital media, and film production income tax credit.

RELATING TO THE WEED AND SEED STRATEGY. Appropriates funds for grants to maintain the weed and seed strategy, which is a collaborative effort to reclaim, restore, and rebuild communities.

RELATING TO AUTOMATIC RESTRAINING ORDERS. Automatically imposes a restraining order upon parties filing for annulment, divorce, or separation to preserve the financial assets of the parties and their dependents and maintain the current island of residence and school of enrollment of a minor child of the parties.

RELATING TO FUNDS USED FOR THE SETTLEMENT OF CLAIMS. Authorizes the Department of Education to expend previously appropriated funds to satisfy the settlement of class counsel attorney's fees related to a class action lawsuit against the State.

RELATING TO SEXUAL ASSAULT. Creates a Hawaii Sexual Assault Response and Training Program to address the manner in which sexual assault evidence collection kits are processed and tracked, and to ensure that victims of sexual assault are informed of their rights under the law. Requires annual reports by the Attorney General to the Senate President and Speaker of the House. Appropriates funds.

RELATING TO THE ENVIRONMENTAL COURTS. Provides that the environmental courts shall not have exclusive, original jurisdiction over any proceedings relating to parking violations under certain administrative rules and laws.

RELATING TO THE JUDICIARY. Allows a court of inferior jurisdiction to certify to the Hawaii Supreme Court a question or proposition of law on which the court of inferior jurisdiction seeks instruction for the proper decision of a remanded case. Requires the Supreme Court to answer the question within an unspecified number of calendar days.

RELATING TO APPELLATE JURISDICTION. Amends the appellate jurisdiction of the Hawaii Supreme Court and Intermediate Court of Appeals to conditions as they existed prior to July 1, 2006. Reestablishes the requirement that most appeals be filed with the Supreme Court instead of the Intermediate Court of Appeals. Reestablishes criteria for assigning appeals.

RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW. Increases the amount of the fine that may be assessed against a noncandidate committee making only independent expenditures for campaign spending violations. Allows the Campaign Spending Commission to order that a fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of officers of the noncandidate committee.

RELATING TO ELECTIONS. Enacts voting by mail uniformly across all counties for all elections commencing in 2020, and allows any election to be conducted by mail prior to the 2020 primary election, in whole or in part, as determined by the chief election officer or county clerk, as appropriate. Establishes a limited number of voter service centers that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail—in ballots. Appropriates funds for the implementation and administration of the election by mail program. Requires the office of elections to submit a report to the legislature prior to the convening of each regular session from 2019 through 2023, regarding the implementation of a vote by mail system. Effective 7/1/2050.

RELATING TO HAWAII CORRECTIONAL INDUSTRIES. Establishes a three-year Correctional Industries Former Inmate Employment Pilot Project within the Department of Public Safety to assist former inmates as they reenter society.

RELATING TO METROPOLITAN PLANNING ORGANIZATIONS. Requires any metropolitan planning organization serving a metropolitan planning area within the jurisdiction of a county that includes at least three islands inhabited by permanent residents to include on its policy board one member of the Senate and one member of the House of Representatives and an alternate.

RELATING TO MOTOR CARRIERS. Amends the fees and penalties for motor carriers. Requires that a percentage of the fees collected be used for expenditures relating to the enforcement of motor carrier laws, including but not limited to expenditures for enforcement personnel.

RELATING TO NORTH ROAD. Requires the Department of Transportation to acquire a privately owned portion of North Road and install lighting there. Appropriates funds for the acquisition and lighting. Appropriates funds as a grant-in-aid to the City and County of Honolulu to install lighting on the city-owned portion of North Road.

RELATING TO TRANSPORTATION. Creates a supplemental daily rental motor vehicle user fee to be levied, assessed, and collected for rental motor vehicles rented from a rental motor vehicle concession located in any airport. Uses revenues to pay for certain highway projects. Requires the Director of Transportation to cease collecting the supplemental rental motor vehicle fee upon completion of the specified highway projects.

RELATING TO THE STATE HIGHWAY ENFORCEMENT PROGRAM. Establishes the State Highway Enforcement Program and related fund within the Department of Transportation. Establishes a parking violation surcharge to be imposed by courts in addition to other penalties and fines for parking violations on state highways.
