RELATING TO HOMELESS INDIVIDUALS WITH SEVERE MENTAL ILLNESS. Requires the Department of Human Services, in consultation with the Department of Health, to establish a pilot project to operate a facility to provide shelter and mental health treatment for homeless individuals with severe mental illness who are subject to court-ordered involuntary hospitalization to a psychiatric facility. Appropriates funds.

RELATING TO HOMELESSNESS. Establishes the Ohana Zone Pilot Program. Defines the intent of the pilot program, and sets preliminary milestones that shall be met by the Department of Human Services Office Homeless Programs Office in establishing the pilot program. Appropriates funds.

RELATING TO HOMELESSNESS. Establishes within the Department of Human Services an Ohana Zones program to provide housing to homeless individuals and families based on principles similar to Housing First and appropriates unspecified funds for the program. Appropriates unspecified funds to the Department of Human Services and the Department of Health to continue to administer various housing and homelessness programs. Appropriates unspecified funds to the Hawaii Public Housing Authority for public housing improvements and renovations statewide and a rent supplement pilot program.

RELATING TO HOMELESSNESS. Establishes a 3-year homeless employment grant program that provides homeless individuals with work opportunities and connects them with service providers. Requires the Department of Human Services to submit a report to the Legislature prior to the 2019 Regular Session. Appropriates funds.

RELATING TO THE COMMUNITY COURT OUTREACH PROJECT. Appropriates funds to the Judiciary to conduct an evaluation study to assess the impact of the community court outreach project in reducing the administrative burdens within the judicial system and for any staff and technology necessary for conducting the community court at community sites.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Allocates funds from transient accommodations tax revenues to the Hawaii Tourism Authority (HTA) to implement initiatives, in conjunction with the Hawaii Lodging and Tourism Association, to address homelessness in tourist and resort areas. Requires HTA to report to the Legislature.

RELATING TO THE RENTAL ASSISTANCE PROGRAM. Expands the rental assistance program by increasing the minimum percentage of affordable units a rental housing project is required to maintain for eligible tenants from 20% to 30%. Appropriates funds to support new rental assistance program contracts.

RELATING TO RENTAL HOUSING. Amends Act 127, Session Laws of Hawaii 2016, to clarify the duties of the Special Action Team on Affordable Rental Housing and add additional members to the Special Action Team. Makes an appropriation.

RELATING TO HOUSING. Requires the Hawaii Housing Finance and Development Corporation to conduct a study on the current and future demand and supply of affordable housing suitable for individuals with special needs. Makes an appropriation.

RELATING TO TAXATION. Amends the basis and rate for the conveyance tax, adds an exemption to the conveyance tax for qualified affordable housing, and increases allocations of the conveyance tax to the Land Conservation Fund and the Rental Housing Revolving Fund.

RELATING TO HOUSING AFFORDABILITY. (1) Allocates a portion of the conveyance tax revenues to the rental assistance revolving fund to be used to subsidize rents for persons who meet certain income requirements; (2) Increases the income tax credit for low-income household renters to an unspecified amount; and (3) Makes the state earned income tax credit refundable and changes the amount of the credit to an unspecified percentage of the federal earned income tax credit.

RELATING TO AFFORDABLE HOUSING. Exempts affordable housing units acquired, developed, financed, or rehabilitated by qualified nonprofit housing trusts from the use restrictions and the 10-year owner-occupancy, 10-year buyback, owner qualifications, and shared appreciation equity requirements if the qualified nonprofit housing trust establishes owner-occupancy and buy-back restrictions approved by the Hawaii Housing Finance and Development Corporation.

RELATING TO THE LOW-INCOME HOUSING TAX CREDIT. Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit.

RELATING TO HOMEOWNERSHIP. Changes the annual contribution amount, aggregate contribution amount, and number of taxable months for an individual housing account. Allows immediate family members to contribute to an individual housing account. Allows Community Development Financial Institutions to administer individual housing accounts.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Creates an eviction process for state low-income public housing projects and programs and elder or elderly housing owned, managed, administered, or operated by the Hawaii Public Housing Authority.

RELATING TO HOUSING. Makes technical and housekeeping amendments to Act 159, Session Laws of Hawaii 2017, and statutes amended by Act 159.

RELATING TO CONDOMINIUMS. Increases the minimum number of residential units in a condominium project that must be offered for sale to prospective owner-occupants in the thirty-day period following the initial date of sale of the condominium from 50 percent to 90 percent.
