RELATING TO DISPOSITION WITHIN STATE BOATING FACILITIES. Clarifies that the Board of Land and Natural Resources must obtain prior authorization of the Legislature through concurrent resolution to lease all fast lands and submerged lands within any existing state boating facility by public auction, request for proposals, or direct negotiation. Repeals obsolete requirements specific to Ala Wai Boat Harbor.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Transfers funds from the natural area reserve fund to the firefighter's contingency fund to be expended to upgrade firefighting equipment to be used jointly by the State and counties.

RELATING TO WATERSHEDS. Appropriates moneys to the Department of Land and Natural Resources for improvements, repairs, and maintenance of watersheds throughout the State.

RELATING TO IRRIGATION. Authorizes the issuance of general obligation bonds and appropriates funds to finance capital improvements to the Waiahole Irrigation System.

RELATING TO LIFEGUARDS. Appropriates funds to the Department of Land and Natural Resources to hire lifeguards to monitor state and county beach parks.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Requires certain private streets, highways, or thoroughfares in a development district of the HCDA to conform to county construction and maintenance standards. Makes owners who charge a fee to use private roads responsible for the costs of conforming and maintaining the private roads. Exempts private roads used solely by the owner or its employees. Repeal on 6/30/2023.

RELATING TO URBAN REDEVELOPMENT. Authorizes a local redevelopment agency to contract with a developer for construction of non-residential uses on public land within the Kanoelehua Industrial Area and Banyan Drive region until 6/30/2028. Exempts construction of works or improvements of a redevelopment project from General Excise and Use Taxes.

RELATING TO TAXATION. Imposes registration requirements and transient accommodations tax on travel agencies and tour packagers that enter into arrangements to furnish transient accommodations at noncommissioned negotiated contract rates on their share of the proceeds. Applies to taxable years after December 31, 2018.

RELATING TO TAXATION. Clarifies the property types that may be used as transient accommodations and applicable lease terms for purposes of the transient accommodations tax.

RELATING TO TRANSIENT ACCOMMODATIONS TAX. Increases the revenue threshold for the tax administration special fund and allocates the additional moneys to the special enforcement section for the enforcement of the transient accommodations tax.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Imposes the transient accommodations tax on additional hotel resort fees that are calculated separately from the advertised transient accommodation's rate.

RELATING TO TOURISM. Forgives the debt owed to the State by the Hawaii Tourism Authority for the convention center construction costs and related interest. Reduces the transient accommodations tax revenue allocation to the convention center enterprise special fund. Establishes a convention center repair and maintenance special fund and a convention center emergency special fund and allocates a portion of the transient accommodations tax to those funds. Increases the minimum fund balance of the tourism emergency special fund. Requires annual reports.

RELATING TO TOURISM. Allocates matching funds from transient accommodations tax revenues to the Hawaii Tourism Authority to support initiatives, in conjunction with the Hawaii Lodging and Tourism Association, to mitigate the negative impacts on communities caused by tourism activity.
