RELATING TO VIRTUAL CURRENCY. Adopts certain operative provisions of the Uniform Regulation of Virtual Currency Businesses Act. Extends the money transmitters act to expressly apply to persons engaged in the transmission of virtual currency. Requires licensees dealing with virtual currency to provide a warning to consumers prior to entering into an agreement with them. Effective 7/1/3000.

RELATING TO THE UNIVERSITY OF HAWAII COMMUNITY COLLEGE PROMISE PROGRAM. Establishes the University of Hawaii Community College Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any community college campus of the University of Hawaii system. Appropriates funds to establish and implement the program.

RELATING TO PUBLIC LIBRARIES. Makes miscellaneous technical amendments to facilitate library operations.

RELATING TO PRESCHOOLS. Makes housekeeping amendments to remove preschools from the Superintendent's scope of authority and to clarify that the Executive Office on Early Learning Director may authorize preschool personnel access to a student's immunization registry information. Requires the DOE to administer special education and Title I funded programs at the prekindergarten level.

RELATING TO EDUCATION. Appropriates funds for laptop computers or tablets to be used by teachers and students for digital teaching and learning.

Requires the Department of Education (DOE) to develop and implement a statewide computer science curricula plan for public school students in K-12 and ensure each public high school offers at least one computer science course each school year. Authorizes DOE to contract for computer science teacher development programs. Appropriates funds.

RELATING TO THE INCOME CHECK-OFF. Changes from $2 to an unspecified amount of authorized income tax check-off that may be designated payable from an individual's state income tax refund to the libraries special fund. Changes from $4 or $8 to an unspecified amount permitted to joint filers in the designation of check-off to the Libraries Special Fund. Effective for taxable years after December 31, 2017.

RELATING TO EARLY EDUCATION. Appropriates funds to the Executive Office on Early Learning for an online platform to facilitate professional learning for Executive Office on Early Learning public pre-kindergarten program educators.

RELATING TO EARLY EDUCATION. Appropriates funds to the Executive Office on Early Learning for additional operational costs, including equipment, supplies, and personnel costs.

RELATING THE TRANSFER OF LANDS. Transfers fee interest in certain public school lands from City and County of Honolulu and the Department of Land and Natural Resources, as applicable, to the Department of Education.

RELATING TO TEACHER INCENTIVES. Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds. Beginning with fiscal year 2018-2019, requires that such bonuses be separate line items in the budget. Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers.

RELATING TO CHARTER SCHOOLS. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools.

RELATING TO EDUCATION. Establishes one full-time equivalent (1.00 FTE) world languages institutional support position within the Department of Education. Appropriates funds to fund the position.

RELATING TO DISCRIMINATION IN EDUCATION. Prohibits discrimination on the basis of sex, including gender identity or expression, or sexual orientation, in any state educational program or activity, or in any educational program or activity that receives state financial assistance.
