MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF PUBLIC SAFETY. Makes an emergency appropriation to provide funds for the Department of Public Safety to pay for the temporary housing of 248 inmates at a non-state facility for an additional six months, during work on capital improvements to the Halawa Correctional Facility, under DAGS Job No. Job No. 12-27-5644 – security electronics and hardware repairs and improvements.

RELATING TO PUBLIC SAFETY. Prohibits places of public accommodation from denying shelter to any person when an emergency alert advises the public to immediately seek shelter. Provides for a civil penalty for each violation. Provides immunity from civil liability, with certain exceptions. Clarifies that the civil liability exemption applies to facilities receiving compensation and to property owners who sell commodities in the absence of price gouging.

RELATING TO THE UNIFORM CERTIFICATE OF TITLE FOR VESSELS ACT. Requires certain vessel owners to apply for a certificate of title within twenty days of becoming an owner or within twenty days of establishing principal use of the vessel in waters of the State. Establishes the information required in an application for a certificate of title, process for a transfer of vessel ownership and title, rights of a secured party, and rights of a purchaser other than a secured party.

RELATED TO MOTOR VEHICLES. Prohibits any vehicle, except a low-range, four-wheel drive vehicle, from being driven through or in Waipio Valley or the Mauna Kea Science Reserve, except under certain circumstances.

RELATING TO COFFEE BERRY BORER. Extends through June 30, 2022, the exemption from chapter 76, Hawaii Revised Statutes, of the pesticide subsidy program manager position in order to provide assistance to local coffee farmers for pesticide costs incurred through the final year of the program.

RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION. Authorizes the director of finance to issue general obligation bonds and appropriates funds for the acquisition of certain farm lands in west Kauai by the agribusiness development corporation.

RELATING TO AGRICULTURE. Authorizes the issuance of GO bonds and appropriates funds for the planning, designing, and constructing of a livestock feed mill.

RELATING TO AGRICULTURE. Requires the Department of Agriculture to conduct a feasibility study on the establishment of ag-tech zones within the City and County of Honolulu. Appropriates funds for conducting the feasibility study.

RELATING TO AGRICULTURE. Clarifies that "subsistence farming" is included as a protected activity under the Hawaii Right to Farm Act. Clarifies that the cultivation of crops and activities related to game, fish, and livestock on agricultural lands may be for economic or personal use.

Creates a Hawaii Innovation and Technology Research Corporation to grow Hawaii's innovation and technology industry to be placed under the Department of Business, Economic Development, and Tourism for administrative purposes. RELATING TO ECONOMIC DEVELOPMENT. Establishes a five-year Kapolei jobs initiative pilot program that offers incentives to increase the number of businesses willing to establish themselves or open a new location in the Kapolei region. Establishes a tax credit incentive.

RELATING TO A SUSTAINABLE ECONOMIC DEVELOPMENT STRATEGY. Requires the State Sustainability Coordinator to develop a sustainable economic development strategy using genuine progress indicators to generate recommendations that promote indigenous-based economies, economic diversity, and sustainability and report to the Legislature. Requires the University of Hawaii to provide data mining services. Makes an appropriation.

RELATING TO INTOXICATING LIQUOR. Clarifies that a class 14 brewpub licensee or class 18 small craft producer pub licensee may conduct liquor sales at multiple, appropriately licensed premises. Specifies that brewpubs and small craft producer pubs may sell malt beverages in growlers that may be recyclable containers and do not exceed one gallon. Permits direct shipment of spirits and beer to customers under the same conditions as currently permitted for direct shipment of wine.
