RELATING TO TRANSPORTATION. Authorizes the issuance of general obligation bonds for the designs, plans, materials, construction, and equipment for three capital improvement projects in the H-1 Corridor: the widening of Kualakai Parkway to Waiawa Interchange; the widening of Wahiawa Interchange to Halawa Interchange; and modifications to the Fort Weaver/Kunia Road ramp.

RELATING TO VEHICLE INSPECTION STATIONS. Changes the penalty for improper conduct of motor vehicle inspections at inspection stations from revocation or suspension of the station's operating permit to a fine.

RELATING TO MOTOR VEHICLE INDUSTRY LICENSING ACT. Allows a licensed motor vehicle dealer to engage in business at multiple locations affiliated by common ownership within the same county. Authorizes revocation, suspension, or denial of a manufacturer's or distributor's license or fines for failure to compensate a dealer for a recalled vehicle. Clarifies the rights and obligations of dealers, manufacturers, and distributors with respect to improvements and upgrades on dealers' facilities, dealers' performance standards, and access to dealers' business information.

RELATING TO PUBLIC SAFETY. Establishes a task force to make recommendations for the Hawaii Disaster Preparedness Plan. Requires the National Disaster Preparedness Training Center at the University of Hawaii to assist the task force in preparing the Plan. Appropriates funds.

RELATING TO HOMELAND SECURITY. Establishes the Hawaii State Fusion Center under the Office of Homeland Security and establishes the position of Hawaii State Fusion Center Director, responsible to the Director of Homeland Security, and accountable to manage the operations of the Center.

RELATING TO THE KAHO‘OLAWE ISLAND RESERVE COMMISSION. Appropriates funds for the Kaho‘olawe Island Reserve Commission to restore, preserve, and determine the appropriate uses of Kaho‘olawe island, and to fund one full-time equivalent (1.00 FTE) permanent position for the Kaho‘olawe Island Reserve Commission.

RELATING TO WATER. Establishes a working group within the Department of the Attorney General to assess the viability and constitutionality of using tax increment financing on the county level as a means of incentivizing water-related infrastructure projects.

RELATING TO AGRICULTURE. Establishes the Industrial Hemp Special Fund within the Department of Agriculture to deposit fees and expend funds necessary for the Industrial Hemp Pilot Program.

Appropriates funds to the Department of Land and Natural Resources to provide assistance and supplemental funding to the National Wildlife Research Center of the U.S. Department of Agriculture to conduct pilot field studies to evaluate control tools and develop a management plan to reduce the rose-ringed parakeet population on Kauai.

RELATING TO AGRICULTURE. Establishes a two-year Agricultural Theft and Vandalism Pilot Project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the County of Hawaii. Appropriates funds.

RELATING TO AQUACULTURE. Appropriates funds to support the planning and participation of the Hawaii aquaculture industry in the Aquaculture America 2020 conference.

RELATING TO HIGH TECHNOLOGY. Amends the definition of "qualified high technology business" to remove exclusions of various businesses from eligibility from participation in the Hawaii Technology Investment Program.

RELATING TO A SMALL CRAFT BEER PRODUCER TAX CREDIT. Establishes a small craft beer producers income tax credit. Appropriates funds.

RELATING TO NON-GENERAL FUNDS. Abolishes the office of community services special fund of the Department of Labor and Industrial Relations and transfers unencumbered balance to the general fund.

RELATING TO HEALTH. Requires DHS to compile information regarding employers with employees who receive public assistance. Requires DHS to submit an annual report to legislature on the 50 employers with the highest number of employees receiving public assistance. Requires DLIR to share employment data.

RELATING TO WORKERS' COMPENSATION. Provides that a duly qualified physician or duly qualified surgeon selected and paid for by an employer to perform a medical examination on an employee relating to a work injury under workers' compensation shall be duly qualified to treat the injury being examined, possess medical malpractice insurance, and owe the same duty of care to the injured employee as to a traditional patient.

RELATING TO WORKERS' COMPENSATION MEDICAL BENEFITS. Improves access for firefighters to comprehensive medical benefits under the Workers' Compensation Law upon diagnosis of cancer that is presumed to arise out of and in the course of employment. Requires private health care plans to pay for or provide medical care, services, and supplies to injured employees for controverted workers' compensation claims that are accepted or determined to be compensable.

RELATING TO EPIDEMIOLOGISTS. Removes the cap on the number of epidemiologists the Department of Health may employ.

RELATING TO MOTOR VEHICLE REGISTRATION. Allows the registered owner of a motor vehicle to designate a beneficiary to whom ownership of the vehicle shall be transferred upon the registered owner's death; provided that certain conditions are met.

RELATING TO CONSUMER CREDIT REPORTING AGENCIES. Eliminates the fee charged by a consumer credit reporting agency to place, lift, or remove a security freeze requested by a consumer, protected consumer, or a protected consumer's representative. Allows a consumer to request a security freeze at any time.

RELATING TO CEMETERIES. Limits liability for persons maintaining or repairing cemetery grounds. Requires the director of commerce and consumer affairs, in consultation with the comptroller, to develop strategies for repair and maintenance of Sunset Memorial Park in Pearl City, Oahu. Requires report to Legislature.

RELATING TO CHILD WELFARE SERVICES. Establishes the East Hawaii Child Welfare Services Section Pilot Project within the Department of Human Services to increase staff and reduce caseloads in the East Hawaii Child Welfare Services Section. Appropriates funds.
