RELATING TO PLANNED COMMUNITIES. Requires the counties to designate an agency to inform the public and hold a hearing when lands included in a community master plan are proposed for sale and intended to be used for a purpose other than as proposed in the master plan.

RELATING TO MONEY TRANSMITTERS. Amends bond provisions for consistency with terms used in the Money Transmitters Act. Clarifies the Commissioner of Financial Institutions' powers under the Money Transmitters Act.

RELATING TO INSURANCE. Postpones until 1/1/2020 the effective date of certain provisions of Act 152, SLH 2017, that conform Hawaii's insurance producer licensing requirements to national model standards by eliminating the ability of insurance producers to appoint other producers to act as an agent of an insurer.

RELATING TO MOTOR VEHICLE INSURANCE. Allows motor vehicle insurers to satisfy the requirement that insurers provide a complete sales and claims office in the State by allowing the insurer's licensed producer to establish and maintain an office.

RELATING TO LANGUAGE ACCESS. Appropriates funds for the establishment of two full-time equivalent (2.00 FTE) permanent program specialist positions within the office of language access to assist state agencies and state-funded agencies in implementing the requirements of Hawaii's language access law.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Requires the Auditor to conduct a comprehensive audit of the Hawaii Health Systems Corporation. Appropriates funds.

RELATING TO HEALTH. Establishes positions and appropriates funds to assist in the review, certification, and recertification of dialysis centers and other health care facilities under the purview of DOH.

RELATING TO HOMELESS SERVICES PROVIDERS. Requires the Department of Human Services to develop a regularly updated, publicly accessible system that tracks appropriations made for contracts with provider agencies that offer services to homeless persons on behalf of the State and measures the effectiveness of services provided by these agencies.

RELATING TO EMERGENCY MEDICAL SERVICES. Appropriates moneys to DOH for a 24 hours a day, 7 days a week ambulance unit for the County of Kauai.

RELATING TO HEALTH. Appropriates funds for one advanced life support ambulance to be based in Puna on the island of Hawaii and to be used from 8:00 a.m. to 10:00 p.m., and to include a vehicle, equipment, and personnel costs.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Amends the amount of transient accommodations tax revenues allocated to the counties from a specified sum to reimbursements to the county for expenditures related to specified county public services and specified tax credits allowed. Provides a primary residential property owner who does not provide transient accommodations with a tax credit.

RELATING TO TAXATION. Extends the period by six months that a county may adopt a surcharge on state tax, under certain conditions, from March 31, 2018, to September 30, 2018.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
