RELATING TO TAXATION. Amends the definition of "aircraft" under section 237-24.9, Hawaii Revised Statutes, to include helicopters. Exempts amounts received for the servicing and maintenance of helicopters and the construction of helicopter service and maintenance facilities, from the general excise tax.

RELATING TO HIGHWAY BEAUTIFICATION. Makes the motor vehicle registration fee for U-drive motor vehicles consistent with the fee for all other motor vehicles. Makes any county ordinance that increases a motor vehicle registration fee applicable to U-drive vehicles.

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST SPINLAUNCH. Authorizes the issuance of special purpose revenue bonds to assist SpinLaunch Inc., with the financing of the planning, design, and construction of a satellite launch system.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS. Appropriates moneys to the Department of Business, Economic Development, and Tourism to support the internship and economic development programs of the Pacific International Space Center for Exploration Systems.

RELATING TO ENERGY. Authorizes the Hawaii Technology Development Corporation to provide 50% matching grants to Hawaii awardees of alternative energy research grants from the Office of Naval Research. Makes appropriations.

RELATING TO INNOVATION BUSINESS. Establishes the research and development program in the Hawaii technology development corporation to help Hawaii-based small businesses collaborate with commercial partners to further refine and optimize research and development performed in Hawaii. Establishes the research and development special fund. Appropriates funds for the purposes of the research and development program.

RELATING TO MANUFACTURING. Requires the Department of Business, Economic Development, and Tourism to conduct an economic development study on automated manufacturing opportunities in Hawaii. Makes an appropriation for the study.

RELATING TO FOOD SUSTAINABILITY. Requires the Department of Agriculture, in coordination with the Office of Planning, to prepare and periodically update a functional plan for seafood sustainability that expands the State's priority on food by including wild seafood as a viable food source.

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM. Establishes the high-growth grant program and special fund to provide grants to qualified businesses for certain business development activities. Makes an appropriation.

RELATING TO THE HAWAII COMMUNITY-BASED ECONOMIC DEVELOPMENT TECHNICAL AND FINANCIAL ASSISTANCE PROGRAM. Authorizes the Department of Business, Economic Development, and Tourism to deposit moneys it receives from the repayments of loans and payments of interest or fees from the Hawaii capital loan program in chapter 210, the Hawaii large fishing vessel purchase, construction, renovation, maintenance, and repair loan program in chapter 189, and the Hawaii small fishing vessel loan program in chapter 189, into the Hawaii community-based economic development (CBED) revolving fund. Moneys from the CBED revolving fund will be used to make loans and grants to small businesses.

RELATING TO CREATIVE LAB HAWAII. Appropriates moneys to the Department of Business, Economic Development, and Tourism for the expansion of Creative Lab Hawaii.

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION. Authorizes HTDC to issue grants to phase III federal grant awardees of up to fifty percent of the amount of the award or contract funded by the private sector or government sources outside of the program. Appropriates moneys.

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION. Requires HTDC to report outreach and mentorship assistance to Neighbor Island innovative small businesses. Appropriates funds for the Neighbor Island Innovation Initiative Program. Authorizes and provides funding for the Hawaii Technology Development Corporation to participate in and contribute funding for the development of a Hawaii cyber ecosystem and related aspects of cybersecurity.
