RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE. Expands the State's existing electric vehicle charging requirements to include parking lots for multi-unit buildings and workplaces. Creates a ratio to calculate the total number of electric vehicle parking stalls a parking facility with more than 200 stalls must have beginning 7/1/2021. Allows the director of transportation to fine properties not in compliance with the electric vehicle parking requirements. Effective 7/1/2020.

RELATING TO ELECTRIC VEHICLES. Imposes a limit on the parking fee exemption for electric vehicles.

RELATING TO ENERGY. Requires benchmarking for all nonresidential buildings. Resulting benchmarking data will be disclosed to a prospective buyer, lessee, or lender. (HB1841 HD1)

RELATING TO ENERGY. Establishes the Hawaii clean economy initiative advisory board to advise the State on the transition to a clean energy economy. Allocates funds from the energy security special fund to support the board. Changes the name of the Hawaii clean energy initiative program to the Hawaii clean economy initiative program. Expands the role of the program to manage the State's transition to a clean transportation economy. Extends the implementation date of the program's plans from 2030 to 2045.

RELATING TO INVASIVE SPECIES PROGRAM ADMINISTRATION. Restructures the Hawaii Invasive Species Council as the Hawaii Invasive Species Authority, administratively attached to the Department of Agriculture, to coordinate implementation of the Hawaii Interagency Biosecurity Plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs. Appropriates funds to implement the Authority and relevant interagency invasive species projects. (HB2301 HD1)

RELATING TO ENVIRONMENTAL PROTECTION. Requires the Department of Land and Natural Resources to remove plastic marine debris from shores and beaches and for the counties to dispose of plastic marine debris collected by the department. Report to Legislature. Appropriates moneys. (HB2625 HD1)

RELATING TO CESSPOOLS. Amends the cesspool upgrade, conversion, or connection income tax credit pilot program by repealing the provision that restricts DOH from certifying more than two residential large capacity cesspools as qualified cesspools.
