RELATING TO ENVIRONMENTAL PROTECTION. Establishes the Plastic Free Hawaii Initiative Program with the mission to eliminate plastic waste impacting native species and polluting the State's environment. Establishes the Plastic Free Hawaii Advisory Council to collect data regarding plastic pollution and provide recommendations to eliminate plastic waste. Appropriates funds.

RELATING TO ENVIRONMENTAL PROTECTION. Requires the Department of Accounting and General Services to maintain a database of the cost to state departments and agencies of cleaning up and disposing of polystyrene products in each county. Beginning in 2020, requires each county to reimburse the general fund for costs to the State of cleaning up and disposing of polystyrene products in the county.

RELATING TO RESOURCE CONSERVATION. Requires the PUC to adopt rules adopting federal energy efficiency and water conservation standards. Makes the rules effective if the federal government repeals current federal energy efficiency and water conservation standards.

RELATING TO THE ENVIRONMENT. Makes eligible for membership on a county arborist advisory committee certified arborists, horticulturists with specialization in trees, and persons who have received a master's degree in botany.

RELATING TO WATER QUALITY MONITORING. Establishes an additional full-time Environmental Health Specialist IV position within the Department of Health to monitor water quality in East Hawaii. Appropriates funds.

RELATING TO THE ENVIRONMENT. Requires LRB to update its 1985 study on environmental reorganization for Hawaii and assess the feasibility of implementing the findings and recommendations of the 1991 department of environmental protection task force. Makes an appropriation.

RELATING TO CLIMATE CHANGE. Amends Act 32, SLH 2017, by changing the phrase "the greenhouse gas emissions statewide" to "greenhouse gas emissions."

RELATING TO ENVIRONMENTAL PROTECTION. Makes permanent the carbon farming task force established by Act 33, Session Laws of Hawaii 2017, and renames the task force the carbon sequestration task force. Aligns the State's clean energy and carbon sequestration efforts with climate initiative goals. Requires 1 of the members of the Carbon Sequestration Task Force to also be a member of the Climate Change Mitigation and Adaptation Commission. Expands the mission of the Carbon Sequestration Task Force by requiring that the task force identify practices and policies to add trees or vegetation to expand the urban tree canopy. Makes an appropriation.
