RELATING TO MICROGRIDS. Authorizes the establishment of a Natural Energy Laboratory of Hawaii Authority (NELHA) microgrid demonstration project for the generation, storage, and distribution of renewable energy on property controlled by NELHA.

RELATING TO ENERGY. Requires the Public Utilities Commission to establish performance incentive mechanisms for electric utilities.

RELATING TO ENERGY EFFICIENCY. Creates a $50,000,000 revolving line of credit sub-fund under the umbrella of the green energy market securitization loan fund for any state agency or department to finance energy efficiency measures.

RELATING TO ELECTRIC GRID RESILIENCY. Establishes the grid resiliency capital investment program and the grid resiliency rebate program as well as a grid resiliency task force to prepare the State's electrical grid for natural disasters and other emergencies.

RELATING TO CONSUMER PROTECTION. Requires the Department of Commerce and Consumer Affairs to adopt state appliance efficiency standards to protect consumers.

RELATING TO WIND ENERGY FACILITIES. Requires a wind energy facility owner, the owner of the land, or the department of land and natural resources to be responsible for facility decommissioning and provides for recovery of costs.

RELATING TO SOLAR ENERGY. Requires special permit approval for solar energy facilities larger than fifteen kilowatts on non-conforming residential subdivisions located on land with soil classified with an overall productivity rating of class D or E.

RELATING TO CRITICAL ENERGY INFRASTRUCTURE. Prohibits a county or state agency from approving a permit to construct or operate a new grid-connected electrical generation facility or storage facility in excess of one megawatt hour if it is located in a sea level rise exposure area.

RELATING TO UNDERGROUND STORAGE TANKS. Requires, on or before 9/1/2018, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems.

RELATING TO PRESERVING CORAL REEFS. Prohibits the sale of sunscreen containing oxybenzone, unless the sunscreen is a prescription drug. Effective 1/1/2023.

RELATING TO THE ENVIRONMENT. Prohibits the sale, offer for sale, or distribution for sale of non-prescription SPF sunscreen products containing octinoxate or oxybenzone.

RELATING TO THE ENVIRONMENT. Directs the Department of Health to conduct a statewide study of sewage contamination in nearshore marine areas. Appropriates moneys.

RELATING TO SUSTAINABILITY. Establishes the Hawaii Sustainability Act, including the Office of Sustainability and the State Sustainability Fund.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 6 copies (including an original) to Room 425 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8404 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
