RELATING TO THE PUBLIC UTILITIES COMMISSION. Requires the Public Utilities Commission to conduct a study regarding hydraulic fracturing and establish limits on the amounts of fossil fuels derived from hydraulic fracturing that gas utility companies may use. Requires gas utility companies that use imported fossil fuels to comply with an application and public hearing process.

RELATING TO SOLAR WATER HEATERS. Requires that solar water heater variances be signed by the architect or mechanical engineer attesting to the need for the variance. Requires that any tankless water heater installed instead of a solar water heater be energy efficient. Requires that the individual who would pay for the energy costs sign the application for a solar water heater variance.

RELATING TO RESILIENCY. Directs the public utilities commission to establish a microgrid services tariff or tariffs to encourage and facilitate the development and use of energy resilient microgrids.

RELATING TO WASTEWATER. Authorizes counties to inspect sewer laterals located on private property under certain conditions. Authorizes counties to compel property owners to inspect sewer laterals under certain conditions and to make repairs as necessary.

RELATING TO NUTRIENT CYCLING. Establishes and appropriates funds for a regional nutrient cycling pilot program on Maui. Requires DOA to report on the efficacy of the pilot project.

RELATING TO PESTICIDES. Requires the department of agriculture, in collaboration with the department of health, to create a restricted use pesticide amnesty program and provide restricted use pesticide amnesty bins within each county for the anonymous and proper disposal of illegal or unused restricted use pesticides.

RELATING TO INVASIVE SPECIES. Clarifies that state, county, and authorized agents' authority to enter private property to control and eradicate invasive species also applies when there is a reasonable suspicion that invasive species are present on that property.

RELATING TO INVASIVE SPECIES. Appropriates funds to the Department of Agriculture for outreach and education efforts in west Hawaii county regarding the detection and treatment of little fire ants.

RELATING TO ENVIRONMENTAL PROTECTION. Requires all environmental assessments and environmental impact statements prepared pursuant to chapter 343, HRS, to include consideration of sea level rise based on the most recent scientific data available regarding sea level rise.

RELATING TO RESOURCE RECOVERY. Authorizes the Department of Education to issue grants to establish a composting grant pilot project in Department of Education schools. Establishes a composting grant pilot project working group. Requires report to the Legislature. Appropriates funds.

RELATING TO THE ENVIRONMENT. Authorizes the agribusiness development corporation to enter into contracts with private businesses to remove select municipal solid waste, glass, and food and green waste from the waste stream for use in other business sectors, including agriculture, construction, and energy production.

RELATING TO THE ENVIRONMENT. Establishes a carbon offsets program under the Department of Business, Economic Development, and Tourism that allows state agencies and other interested parties to acquire carbon offset credits to offset their respective carbon emissions, and uses the resulting proceeds to fund projects that improve the State's water infrastructure or mitigate threats to water sustainability efforts due to climate change.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
