RELATING TO EDUCATION.

Establishes a Hawaii teacher stipend program to be administered by the Department of Education to address the shortage of teachers in the Hawaii public school system.  Appropriates funds for the program for 2018-2019 fiscal year.

RELATING TO EDUCATION.

Requires the department of education to develop a plan to teach digital citizenship and media literacy in grades kindergarten through twelve in public schools, including charter schools and Hawaiian language immersion schools.  Requires the department of education to convene an advisory committee to make recommendations on best practices for purposes of developing and implementing the plan.  Requires an annual report to legislature.

Codifies sustainable development goals based on the United Nations' Global Goal four, quality education.

RELATING TO EDUCATION FUNDING.

Requires the legislative reference bureau to conduct a study on the impact of the weighted student formula on small and remote schools to determine whether the formula fulfills its statutory purpose of equalizing operational funding among the State's public schools.

RELATING TO PRESCHOOL EDUCATOR TRAINING REQUIREMENTS.

Requires specialized training in early childhood education for all teachers and educational assistants within the Executive Office on Early Learning Public Pre-Kindergarten Program.  Effective January 1, 2020.
