Establishes a task force to determine criteria for prioritizing students who attend a public school over home-schooled students when determining which students may participate in an extracurricular activity. RELATING TO AFTER-SCHOOL PROGRAMS. Appropriates funds for after-school programs at Kalanianaole Elementary and Intermediate School, Kapaa Middle School, Konawaena Middle School, and Waimea Canyon Middle School. Effective 7/1/2050. (SD1)

RELATING TO BEHAVIOR ANALYSIS. Appropriates funds to the department of education for behavior analysis services performed by licensed behavior analysts for public school students. Effective 7/1/2050. (SD1)

RELATING TO SPECIAL EDUCATION. Appropriates funds to the Department of Education to provide up to $1,690 to each special education classroom teacher for instructional materials and equipment. Effective 7/1/2050. (SD1)

Permits individual department of education schools and career pathways, academies, or programs operated within a department of education school, to engage in commercial enterprises, including the sale of goods produced by or for an individual school, career pathway, academy, or program. RELATING TO EDUCATION. Requires the Department of Education to convene an advisory committee to make recommendations on best practices for purposes of developing and implementing a plan to teach digital citizenship and media literacy in grades kindergarten through twelve in public schools, including charter schools and Hawaiian language immersion schools. Requires the Department of Education to develop the plan. Requires an annual report to Legislature. Effective 7/1/2050. (SD2)

RELATING TO CONCUSSIONS. Expands the scope of the concussion educational program to include middle- and elementary-school students. Appropriates funds. (SB2211 HD1)

RELATING TO THE HAWAII FARM TO SCHOOL PROGRAM. Establishes and appropriates funds for a farm to school grant pilot program within the Hawaii Department of Agriculture to provide grants to schools, early care and education centers, nonprofits, soil and water conservation districts, and food producers participating in the Hawaii farm to school program. Requires the Hawaii farm to school coordinator to submit a report to the legislature. Makes appropriations to continue the Hawaii farm to school program and coordinator position and to assist farmers and ranchers achieve Good Agricultural Practices Certification from the United States Department of Agriculture. Repeals on 6/30/2021. Effective 7/1/2050. (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
