RELATING TO EDUCATION.

Requires the Department of Education to establish a program to provide cardiopulmonary resuscitation instruction to each high school student.  Requires statewide implementation by the 2023-2024 school year.  Appropriates moneys.

RELATING TO RESOURCE RECOVERY.

Authorizes the Department of Education to issue grants to establish a composting grant pilot project in Department of Education schools.  Establishes a composting grant pilot project working group.  Requires report to the Legislature.  Appropriates funds.

RELATING TO SUICIDE PREVENTION.

Requires and appropriates funds for the Department of Education to implement a mobile application for suicide prevention that provides twenty-four hours per day crisis support services.

RELATING TO CHILD ABUSE.

Allows Department of Education schools and charter schools to post signs containing the Department of Human Services hotline for reporting child abuse and neglect.  (HB133 HD1)

RELATING TO THE HAWAII TEACHER STANDARDS BOARD.

Increase membership on the Hawaii Teacher Standards Board to include a member of the Native Hawaiian Education Council and a non-voting public university student teacher.  Clarify that a permit is required for non-licensed teachers serving in public schools.

RELATING TO PUBLIC LIBRARIES.

Makes miscellaneous technical amendments to facilitate library operations.

RELATING TO THE INCOME CHECK-OFF.

Increases from $2 to $4 the amount of authorized income tax check-off that may be designated payable from an individual's state income tax refund to the libraries special fund.  Permits designation of check-off in the amount of $4 or $8 to the library special fund.  Effective for taxable years after December 31, 2017.

RELATING TO AGRICULTURE.

Appropriates funds to the department of labor and industrial relations for the K-12 agriculture workforce development pipeline initiative.  (HB2115 HD1)

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
