Requires the Department of Education (DOE) to establish and maintain a priority list of schools in need of classroom cooling; provided that at least fifty percent of all appropriated funds for classroom cooling projects be made available for grants to schools on the priority list. Allows schools on the priority list to apply for DOE grants for energy-efficient classroom cooling projects.

RELATING TO THE BOARD OF EDUCATION. Amends the Board of Education membership by inviting the exclusive representative for bargaining unit 5 (teachers and other personnel of the Department of Education) to appoint a nonvoting public school teacher representative to the Board.

RELATING TO EDUCATION. Places the licensure, operation, and supervision of private schools under the Department of Commerce and Consumer Affairs (DCCA). Requires any person or persons desiring to establish a private school within the State, prior to establishment of the school, to apply in writing to the DCCA for a permit. Requires DCCA to adopt rules.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
