RELATING TO THE HAWAII FARM TO SCHOOL PROGRAM. Authorizes the Department of Education to establish a farm to school program. Requires the farm to school coordinator in the department of agriculture to work in collaboration with the department of education on any farm to school program. Establishes two FTE farm to school staff positions within the department of education. Appropriates funds.

RELATING TO SCHOOL BASED HEALTH. Appropriates funds for positions to increase school-health coordination for and among the Department of Education, Department of Health, and Department of Human Services. Establishes evidence-based screenings and assessment for school vision, oral health, and behavioral health.

RELATING TO PRESCHOOLS. Makes housekeeping amendments to remove preschools from the superintendent of education's scope of authority and to clarify that the director of the Executive Office on Early Learning may authorize preschool personnel access to a student's immunization registry information.

RELATING TO CHARTER SCHOOLS. Appropriates moneys for start-up grants for one or more new pre-opening public charter schools.

RELATING TO CHARTER SCHOOLS. Appropriates funds for infrastructure costs, the rental or lease of charter school facilities, and the repair and maintenance of network infrastructure of charter schools.

RELATING TO EDUCATION. Places the licensure, operation, and supervision of private schools under the Department of Commerce and Consumer Affairs (DCCA). Requires any person or persons desiring to establish a private school within the State, prior to establishment of the school, to apply in writing to the DCCA for a permit. Requires DCCA to adopt rules.

RELATING TO HAWAIIAN EDUCATION. Appropriates funds for the Office of Hawaiian Education of the Department of Education to continue the Hawaiian Studies Program at the three elementary schools with the largest population of native Hawaiians.

RELATING TO PORNOGRAPHY. Adds a definition for "in loco parentis" to chapter 712, HRS. Clarifies that the offense of promoting pornography for minors does not apply to a person who acts within the person's capacity and scope of employment as a member of the staff of any school.
