RELATING TO INNOVATION BUSINESS.

Establishes the research and development program in the Hawaii technology development corporation to help Hawaii-based small businesses collaborate with commercial partners to further refine and optimize research and development performed in Hawaii.  Establishes the research and development special fund.  Appropriates funds for the purposes of the research and development program.

Status

RELATING TO THE HAWAII COMMUNITY-BASED ECONOMIC DEVELOPMENT TECHNICAL AND FINANCIAL ASSISTANCE PROGRAM.

Authorizes the Department of Business, Economic Development, and Tourism to deposit moneys it receives from the repayments of loans and payments of interest or fees from the Hawaii capital loan program in chapter 210, the Hawaii large fishing vessel purchase, construction, renovation, maintenance, and repair loan program in chapter 189, and the Hawaii small fishing vessel loan program in chapter 189, into the Hawaii community-based economic development revolving fund.

Appropriates moneys to the Department of Business, Economic Development, and Tourism for the expansion of Creative Lab Hawaii.

Establishes a nonrefundable income tax credit for small business research and development activities within the State.

RELATING TO ECONOMIC DEVELOPMENT.

Establishes a Kapolei jobs initiative pilot program that offers incentives to increase the number of businesses willing to establish themselves or open a new location in the Kapolei region.  Establishes a tax credit, until 12/31/2023, as part of the Kapolei jobs initiative pilot program and allows the tax credit to be claimed through 12/31/2028.

RELATING TO SCIENCE AND TECHNOLOGY RESEARCH.

Establishes science and technology research subzones and an approval process for future research facilities that incorporates alternative dispute resolution principles.

RELATING TO RENEWABLE ENERGY TECHNOLOGIES.

Expands the income tax credit for renewable energy technologies to include ocean thermal energy conversion systems constructed for the purposes of research and development.  (HB1864 HD1)

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
