Promotes the space industry in Hawaii by creating a Multinational Lunar Architecture Alliance to provide recommendations and guidance for the establishment of an evolvable lunar architecture on the Big Island of Hawaii and to plan a development summit.

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST SPINLAUNCH.

Authorizes the issuance of special purpose revenue bonds to assist SpinLaunch Inc., with the financing of the planning, design, and construction of a satellite launch system.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS.

Amends section 201-76, Hawaii Revised Statutes, to expressly place the Pacific International Space Center for Exploration Systems within the Department of Business, Economic Development, and Tourism.  Deletes the executive director of the space center as a member of the board and adds the Chancellor of the University of Hawaii at Hilo.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS.

Appropriates moneys to the Department of Business, Economic Development, and Tourism to support the internship and economic development programs of the Pacific International Space Center for Exploration Systems.

RELATING TO INTOXICATING LIQUOR.

Clarifies that a class 14 brewpub licensee or class 18 small craft producer pub licensee may conduct certain activities at locations other than the licensee's primary manufacturing premises under certain conditions.  Specifies that brewpubs and small craft producer pubs may sell malt beverages in growlers that may be recyclable containers and clarifies that growlers shall not exceed one gallon.  Expands the law allowing direct shipping of wine by wineries to allow direct shipping of all forms of liquor by certain licensees.

Clarifies the intent of the Small Business Regulatory Review Board's powers when reviewing state and county administrative rules that impact small business.

RELATING TO MOVIE THEATERS.

Makes permanent the requirement for certain motion picture theater owners and operators to provide open movie captioning at least twice per week, one of which begins no earlier than 4:30 p.m.  Repeals the requirement to provide an option of personal closed captioning screenings by means of lightweight eyewear.

RELATING TO A SUSTAINABLE ECONOMIC DEVELOPMENT STRATEGY.

Requires the state sustainability coordinator to develop a sustainable economic development strategy.  Directs the state sustainability coordinator to use genuine progress indicators to generate recommendations that promote indigenous-based economies, economic diversity, and sustainability.  Requires the University of Hawaii to provide data mining services.  Requires a report to legislature.  Makes an appropriation.

Creates a Hawaii Innovation and Technology Authority to grow Hawaii's innovation and technology industry to be placed under the Department of Business, Economic Development, and Tourism for administrative purposes.

·     Testifier's name and if applicable position/title and organization;

·     The date and time of the hearing;
