RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION. Requires reporting on providing outreach and mentorship to innovative small businesses on the neighbor islands. Appropriates funds for the Hawaii Technology Development Corporation to continue providing support on the Neighbor Islands.

RELATING TO CYBERSECURITY. Authorizes and provides funding for the Hawaii Technology Development Corporation to participate in and contribute funding for the development of a Hawaii cyber ecosystem and related aspects of cybersecurity.

RELATING TO TECHNOLOGY DEVELOPMENT. Appropriates funds for grants to participants in software application challenges so that the proofs of concept created during the challenges can be developed into prototypes suitable for local and state government. Appropriates funds. Requires matching funds.

RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR A GEOTHERMAL INDUSTRIAL PARK. Authorizes the Hawaii Technology Development Corporation to issue special purpose revenue bonds in its name to finance the costs of a geothermal industrial park near a new or existing geothermal power source for the purpose of creating economic opportunity for energy intensive industries engaged in commerce.

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM. Establishes the high-growth grant program and special fund to provide grants to qualified businesses for certain business development activities. Makes an appropriation.

RELATING TO HIGH TECHNOLOGY. Amends the definition of "qualified high technology business" to include any business operating a hotel, motel, restaurant, or similar business under the Hawaii Technology Investment Program.

RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD. Clarifies the intent of the Small Business Regulatory Review Board's powers when reviewing state and county administrative rules that impact small business.

DECISION MAKING TO FOLLOW
Individuals or organizations wishing to offer comments should submit testimony by 4:00pm the day prior to the hearing. Testimony should indicate:
· Testifier's name and if applicable position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing;
· Measure number; and
· Statement of support, opposition, or comments.
While every effort will be made to incorporate all testimony received, materials received after 4:00pm the day prior to the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
