RELATING TO CONSUMER PROTECTION.

Requires the Hawaii state energy office to adopt state appliance efficiency standards to protect consumers.  (SD1)

RELATING TO FIREWORKS.

Specifies requirements for fireworks shippers.  Authorizes the use, by permit, of fireworks for film and movie productions.  Authorizes the testing, disposal, and destruction of illegal and unwanted fireworks by law enforcement.  Corrects labeling dimensions with regard to display fireworks.

RELATING TO PRESCRIPTION MEDICATION.

Requires prescription drug coverage provided under the State's medicaid managed care and fee-for-service programs to include prescription drug coverage for buprenorphine, when used in the treatment of opioid dependency.  Requires prescriptions for buprenorphine to be offered without copayments and without the need for prior authorization.

RELATING TO ELECTRICAL CONTRACTORS.

Extends the sunset date of Act 65, SLH 2013, which provides a limited exemption to the licensing requirements for certain individuals in situations when an electric utility must retain qualified individuals to work with high voltage (six hundred volts or higher) who are not licensed in the State but are otherwise deemed qualified by the electric utility.

RELATING TO GUARDS.

Prohibits a security guard from possessing a firearm in the course of employment if the guard was discharged from employment as a law enforcement officer due to poor employment standing.  Requires state and county law enforcement agencies to make appropriate disclosures.  (SD1)

RELATING TO THE EMPLOYMENT OF A MINOR.

Requires an on-set child welfare advocate to accompany and supervise a minor whenever the minor is on set and a variance from the work hour restrictions to allowable theatrical employment is granted, when employed for theatrical purposes.  Defines "child welfare advocate".  (SD1)

RELATING TO PUBLIC UTILITIES.

Provides the Public Utilities Commission with explicit authority to regulate internet service providers by amending the definition of telecommunications carrier to include an internet service provider.

RELATING TO BROADBAND SERVICE.

Requires a provider of broadband internet access services to be transparent with network management practices, performance, and commercial terms of its broadband internet access services.  Prohibits a provider of broadband internet access services from blocking lawful websites, impairing or degrading lawful internet traffic, engaging in paid prioritization, or interfering with or disadvantaging users of broadband internet access services.  (SD1)
