Authorizes pharmacists to prescribe and dispense an opioid antagonist to patients and to family members and caregivers of opioid patients without the need for a written, approved collaborative agreement.

RELATING TO PRESCRIPTION DRUGS.

Requires prescribers of certain controlled substances to consult the electronic prescription accountability system before issuing a prescription for the controlled substance.

Waives fees and other requirements for applicants for a class 10 liquor license.

RELATING TO INTOXICATING LIQUOR.

Authorizes the liquor commission to issue a new restaurant liquor license prior to the restaurant commencing operation.  Requires an applicant for a new class 2 restaurant liquor license to include a certification that the applicant intends and shall derive no less than thirty per cent of the establishment's gross revenue from the sale of foods.  Clarifies that a class 2 restaurant liquor license is transferrable, provided that the transferee certifies that the transferee intends and shall derive no less than thirty per cent of the establishment's gross revenue from the sale of foods.

RELATING TO LIQUOR.

Eliminates the requirement that the applicant for a liquor license or a renewal of a license, or in the case of a transfer of a license, both the transferor and the transferee produce either a tax clearance certificate from the Internal Revenue Service or proof of entering into an installment plan agreement with the Internal Revenue Service.

Permits brewpub and small craft producer pub licensees to allow minors, who are accompanied by a parent or legal guardian of legal drinking age, on the licensee's premises.

      Status & Testimony

RELATING TO INTOXICATING LIQUOR.

Clarifies that a class 14 brewpub licensee or class 18 small craft producer pub licensee may conduct certain activities at locations other than the licensee's primary manufacturing premises under certain conditions.  Specifies that brewpubs and small craft producer pubs may sell malt beverages in growlers that may be recyclable containers and clarifies that growlers shall not exceed one gallon.  Expands the law allowing direct shipping of wine by wineries to allow direct shipping of all forms of liquor by certain licensees.

RELATING TO CONSUMER PROTECTION.

Requires the department of commerce and consumer affairs to regulate all channel designations and relocation of public, educational, and governmental access channels.  Allows cable operators to relocate or change the designation of public, educational, and governmental access channels only under certain conditions.  (SD1)
