RELATING TO CHARITABLE ORGANIZATIONS. Amends chapter 467B, Hawaii Revised Statutes, to substitute the term "total revenue" in place of "gross revenue", clarify when professional solicitors must file financial reports, clarify when commercial co-venturers must provide a charitable organization with an accounting and the benefit, eliminate the requirement for certain charitable organizations to submit an audit report, and make other housekeeping amendments.

RELATING TO ELEVATOR MECHANICS. Amends requirements for apprenticeship and licensure of elevator mechanics and adds provisions relating to examination, license renewals, continued competency, scope of work, and remote interaction.

RELATING TO MORTGAGE SERVICERS. Augments the Commissioner of Financial Institutions ability to adapt chapter 454M, Hawaii Revised Statutes, requirements as reasonably necessary to use in NMLS. Authorizes the commissioner to enter into consent orders, and to issue cease and desist orders for chapter violations by licensees and unlicensed persons.

RELATING TO THIRD PARTY ADMINISTRATORS. Encourages disclosure of contracts between insurers and third party administrators (administrators), both to potential insureds and the insurance commissioner. Promotes the financial responsibility of administrators. Regulates administrators' practices in conformity with the general purposes of this article. Governs the qualifications and procedures for the licensing of administrators.

RELATING TO INSURANCE. Amends various portions of the Hawaii Insurance Code under Hawaii Revised Statutes title 24 to update and improve existing Insurance Code provisions.

RELATING TO THE HAWAII HEALTH INSURANCE GUARANTY ASSOCIATION. Creates and establishes an insurance guaranty fund for Hawaii domestic medical service organizations and health maintenance organizations.

RELATING TO CHAPTER 453, HAWAII REVISED STATUTES. Establishes requirements for licensure by endorsement for physicians, surgeons, and osteopathic physicians. Appropriates funds.

RELATING TO VIRTUAL CURRENCY. Adopts the Uniform Regulation of Virtual Currency Businesses Act and codifies the Act into law.

RELATING TO VIRTUAL CURRENCY. Extends the money transmitters act to expressly apply to persons engaged in the transmission of virtual currency. Requires licensees dealing with virtual currency to provide a warning to consumers prior to entering into an agreement with them.

RELATING TO CONSUMER PROTECTION. Prohibits the sale of video games containing a system of purchasing a randomized reward to consumers under 21 years of age.
