RELATING TO COVERED OFFENDER REGISTRATION.

Adds section 707-733(1)(b), Hawaii Revised Statutes, as a covered offense when committed towards a minor, and provides uniformity to the requirements for defendants that are involuntarily hospitalized pursuant to section 706-607, Hawaii Revised Statutes, or have charges dismissed by reason of physical or mental disease, disorder, or defect pursuant to chapter 704, Hawaii Revised Statutes.

RELATING TO FIRE SAFETY.

Exempts the gross proceeds of sales of equipment, materials, and labor to retrofit or install an automatic fire sprinkler system from general excise taxes.  Provides interest-free loans to condominium associations to retrofit or install automatic fire sprinklers or sprinkler systems.

RELATING TO NATUROPATHIC MEDICINE.

Authorizes a naturopathic physician to prescribe and administer testosterone that is consistent with naturopathic medical practice.  Clarifies that narcotic drugs shall not be included within the naturopathic formulary.

      Status & Testimony

RELATING TO CANNABIS FOR MEDICAL USE.

Amends the reciprocity program, subject to certain safeguards, reporting and transparency requirements, and payment of a visiting patient certifying fee.  Extends the maximum period of validity of a qualifying patient's written certification of a debilitating medical condition.  Allows a bona fide physician-patient or advanced practice registered nurse-patient relationship to be established via telehealth.  Adds certain devices that provide safe pulmonary administration to the list of medical cannabis products that may be manufactured and distributed.  Increases the tetrahydrocannabinol limit per pack or container of certain manufactured cannabis products.  Exempts from the background check requirement employees of a dispensary or subcontracted production center or retail dispensing location without direct access, contact, or exposure to any cannabis or manufactured cannabis product.  Conditions the department of health's mandatory disclosure of information and documents of dispensaries and production centers, for purposes of verifying qualifying patient information, only upon receipt of a legally authorized subpoena.

RELATING TO CRIME VICTIM COMPENSATION FOR MENTAL HEALTH SERVICES.

Authorizes crime victim compensation for mental health services for survivors in cases involving a death and for children who witness domestic violence.

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT.

Amends section 329-104(c), Hawaii Revised Statutes, to allow the Department of Public Safety Narcotics Enforcement Division Administrator to disclose, at his discretion, confidential information from the Electronic Prescription Accountability System, more commonly known as the Prescription Drug Monitoring Program, to authorized employees of the Department of Health Alcohol and Drug Abuse Division and the Emergency Medical Services and Injury Prevention Systems Branch.
