Establishes the In Vitro Fertilization Insurance Coverage Study Group to examine health insurance policies and current statutes and to make policy recommendations to the Legislature prior to the convening of the 2019 legislative session. RELATING TO INSURANCE. Requires insurance coverage after December 31, 2018, for the costs of transportation to the continental United States for medical treatment for qualifying patients. (HB687 HD1)

RELATING TO VICTIMS OF SEXUAL VIOLENCE. Requires that health insurance policies include coverage for clinical victim support services for victims of sexual violence and abuse who suffer from mental disorders. (HB2128 HD1)

RELATING TO HEALTH. Authorizes the Department of Health to investigate care facilities reported to be operating without an appropriate certificate or license issued by the Department. Establishes penalties for violations and for patient referral or transfer to uncertified or unlicensed care facilities. (HB1911 HD1)

RELATING TO HEALTH. Establishes a three-year pilot program to create a new category of professional licensure for assistant physicians, through which recent medical school graduates who have passed certain medical exams but have not been placed into a residency program may work under the supervision of a licensed physician to provide primary care in medically underserved areas. RELATING TO HEALTH. Establishes a forum on the Department of Health website where state-licensed care facilities may post vacancy information to facilitate the placement of individuals. Requires community-based foster family homes, adult foster homes, and adult day care centers to be licensed and to face penalties for intentionally operating without a license. (HB2279 HD1)

RELATING TO CONDOMINIUMS. Increases the minimum number of residential units in a condominium project that must be offered for sale to prospective owner-occupants in the thirty-day period following the initial date of sale of the condominium from 50 percent to 90 percent. (HB1712 HD1)

RELATING TO MANNER OF SERVICE. Authorizes service on nonresident property owners for actions involving the property owned by the nonresident through a summons mailed to the mailing address on record with the real property tax office in the county in which the offending property is located. Effective 1/1/19.

RELATING TO FORECLOSURE. Requires complaints for mortgage foreclosure cases to include various supporting documents demonstrating the authority of the mortgagee to foreclose.

RELATING TO MORTGAGE FORECLOSURES. Prohibits a person who is entitled enforce a mortgage note as a negotiable instrument from also foreclosing on the property in a foreclosure by action unless the person is the owner, as opposed to a holder, of the mortgage note.

RELATING TO SPECIALTY CONTRACTORS. Requires the Contractors License Board to adopt rules to define the term "incidental and supplemental to the performance of work". Specifies that the definition shall refer to no more than ten per cent of all work in the subcraft contract. (HB1875 HD1)

RELATING TO CONSUMER PROTECTION. Creates the Hawaii Digital Gaming Commission within the Office of Consumer Protection to oversee and monitor predatory and exploitative practices in digital games.

RELATING TO CONSUMER PROTECTION. Establishes certain disclosure requirements for publishers of video games that contain a system of purchasing a randomized reward.

RELATING TO CRITICAL ENERGY INFRASTRUCTURE. Prohibits a county or state agency from approving a permit to construct or operate a new grid-connected electrical generation facility in excess of five megawatts or storage facility in excess of fifty megawatt hours if it is located in a sea level rise exposure area. RELATING TO THE LICENSURE OF MIDWIVES. Establishes the criteria for licensure of midwives by the Department of Commerce and Consumer Affairs. Provides for interim rules for continuing education requirements, standards of professional conduct, prescriptive authority, and penalties for violations. Appropriates funds. (HB2184 HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
