RELATING TO HEALTHCARE PRECEPTOR TAX CREDITS. Allows advanced practice registered nurses, physicians, dentists, psychologists, pharmacists, and social workers to receive tax credits for acting as preceptors in volunteer-based supervised clinical training rotations provided to eligible students that enable the students to obtain an eligible healthcare professional degree or certificate. RELATING TO ATHLETIC TRAINERS. Makes permanent the regulation of athletic trainers. Exempts, for three years, an individual who temporarily accompanies an athlete or team of athletes into Hawaii from the requirement to possess a valid license, registration, or certification from another jurisdiction if that jurisdiction does not regulate athletic trainers; provided that the individual is certified by the National Athletic Trainers' Association or the Board of Certification for the Athletic Trainer. RELATING TO DENTAL ASSISTANTS. Requires the Board of Dental Examiners to adopt rules to establish a regulatory structure for the regulation of dental assistants in Hawaii. (HB2207 HD1)

RELATING TO BROADBAND INTERNET ACCESS. Regulates broadband internet service providers to ensure a free and open Internet. Establishes a task force to examine the costs and benefits of creating a state-owned public utility company to provide broadband internet service. (HB1995 HD1)

RELATING TO ONLINE ACCOUNT PRIVACY. Prohibits employers and educational institutions from requiring employees, students, and prospective employees and students to provide protected personal online account information. Authorizes private civil actions against violators. (HB2173 HD1)

RELATING TO INTERNET PRIVACY. Prohibits internet service providers from using the personal information of customers for specific purposes without the prior written consent of customers. (HB2296 HD1)

RELATING TO TEMPORARY DISABILITY INSURANCE. Permits advanced practice registered nurses to certify an employee's disability. Increases the penalty an employer is assessed for failing to submit timely wage and employment information. Permits filing of an appeal of a decision related to temporary disability insurance at the various offices of the Department of Labor and Industrial Relations throughout the State. Allows the department to send notices of hearing electronically or by first-class mail. Clarifies that when the notice of hearing cannot be delivered to a party in the appeal, the notice may be given by online posting on the department's webpage. Allows the parties to a hearing to appear in person, via telephone, or by other communication devices. (HB2375 HD1)

RELATING TO THE ENVIRONMENT. Establishes a carbon offsets program under the Department of Business, Economic Development, and Tourism that allows state agencies and other interested parties to acquire carbon offset credits to offset their respective carbon emissions, and uses the resulting proceeds to fund projects that improve the State's water infrastructure or mitigate threats to water sustainability efforts due to climate change. RELATING TO SOLAR WATER HEATERS. Requires that solar water heater variance applications be signed by the architect or mechanical engineer attesting to the need for the variance. Narrows available criteria for granting a variance. (HB2109 HD1)

RELATING TO RULES GOVERNING COMMERCIAL ACTIVITY FOR OCEAN RECREATION AND COASTAL AREAS. Amends the definition of "commercial activity" within section 200-4(a), Hawaii Revised Statutes. (HB2381 HD1)

RELATING TO MICROGRIDS. Authorizes the establishment of a Natural Energy Laboratory of Hawaii Authority (NELHA) microgrid demonstration project for the generation, storage, and distribution of renewable energy on property controlled by NELHA. (HB2460 HD1)

RELATING TO RESILIENCY. Directs the Public Utilities Commission to establish a microgrid services tariff to encourage and facilitate the development and use of energy resilient microgrids. (HB2110 HD1)

RELATING TO ELECTRIC GRID RESILIENCY. Creates a $30,000,000 revolving line of credit sub-fund under the umbrella of the green energy market securitization loan fund for any state agency or department to finance energy efficiency measures. Establishes the grid resiliency rebate program and a grid resiliency task force to prepare the State's electrical grid for natural disasters and other emergencies. (HB2249 HD1)

RELATING TO RENEWABLE ENERGY. Amends the definition of "renewable portfolio standard" to more accurately reflect the percentage of renewable energy penetration in the State. Establishes renewable portfolio standards and targets for gas utility companies that mirrors those set for electric utility companies. (HB1801 HD1)

RELATING TO PRESERVING CORAL REEFS. Prohibits the sale of sunscreen containing oxybenzone, unless the sunscreen is a prescription drug, effective 1/1/2023. Prohibits the counties from further banning or otherwise regulating sunscreens containing oxybenzone or other ingredients approved by the United States Food and Drug Administration. (HB2723 HD1)

RELATING TO CHAPTER 245, HAWAII REVISED STATUTES. Makes unlawful shipment of tobacco products to anyone other than a licensee. Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law, thereby making all provisions of the cigarette tax and tobacco tax law that relate to tobacco products applicable to e-liquid as well. Increases the license fee for wholesalers or dealers and the retail tobacco permit fee. (HB2492 HD1)
