RELATING TO ELEVATOR MECHANICS. Amends requirements for apprenticeship and licensure of elevator mechanics and adds provisions relating to examination, license renewals, continued competency, scope of work, and remote interaction.

RELATING TO MOTOR VEHICLE INSPECTIONS. Requires a two-year motor vehicle inspection safety check for vehicles six years of age or newer. Doubles the inspection fee for the two-year motor vehicle inspection safety check. (HB1758 HD1)

RELATING TO MOTOR VEHICLE TIRES. Authorizes each county to establish a requirement for customers to provide an equal number of used motor vehicle tires to the tire retailer as the number of new motor vehicle tires purchased, or pay a fee that shall be refundable upon provision of the used tires. RELATING TO THIRD PARTY ADMINISTRATORS. Promotes the financial responsibility of administrators. Regulates the professional practices of third party administrators. Establishes the qualifications and procedures for the licensing of administrators. (HB2346 HD1)

RELATING TO WORKERS' COMPENSATION. Establishes training options as part of vocational rehabilitation for injured employees when training for employment in another occupational field is required for the employee and as part of the employee's rehabilitation plan. Provides that all professional and clerical employees of the Department of Labor and Industrial Relations Rehabilitation Unit are to be administered by the DLIR Director. (HB2377 HD1)

RELATING TO MOTOR VEHICLE INDUSTRY LICENSING ACT. Allows a licensed motor vehicle dealer to engage in business at multiple locations affiliated by common ownership within the same county. Authorizes revocation, suspension, or denial of a manufacturer's or distributor's license or fines for failure to compensate a dealer for a recalled vehicle. Clarifies the rights and obligations of dealers, manufacturers, and distributors with respect to improvements and upgrades on dealers' facilities, dealers' performance standards, and access to dealers' business information. RELATING TO THE UNIFORM CERTIFICATE OF TITLE FOR VESSELS ACT. Requires certain vessel owners to apply for a certificate of title within twenty days of becoming an owner or within twenty days of establishing principal use of the vessel in waters of the State. Establishes the information required in an application for a certificate of title, process for a transfer of vessel ownership and title, rights of a secured party, and rights of a purchaser other than a secured party. RELATING TO MOTOR CARRIERS. Amends the fees and penalties for motor carriers. Requires that a percentage of the fees collected be used for expenditures relating to the enforcement of motor carrier laws, including but not limited to expenditures for enforcement personnel. (HB2684 HD1)

RELATING TO PRESCRIPTION DRUGS. Requires prescribers of certain controlled substances to consult the electronic prescription accountability system before issuing a prescription for the controlled substance. (HB2531 HD1)

RELATING TO MEDICATION SYNCHRONIZATION. Requires health insurance and hospital and medical service plans that provide prescription drug benefits to apply prorated daily cost-sharing rates for prescriptions dispensed by pharmacies. (HB2145 HD1)

RELATING TO HEALTH INSURANCE. Ensures certain benefits under the federal Affordable Care Act are preserved under Hawaii law, by prohibiting health insurance entities from imposing a preexisting condition exclusion and prohibiting health insurance entities from using an individual's gender to determine premiums or contributions. RELATING TO BEHAVIOR ANALYSIS. Clarifies the scope of practice of behavior analysis to mean the practice of applied behavior analysis. Broadens and clarifies the exemption of licensed or credentialed practitioners practicing within their own recognized scopes of practice who are already exempt from the Behavior Analyst Law. RELATING TO INSURANCE. Authorizes the State to apply for and implement a waiver from certain provisions of the Patient Protection and Affordable Care Act of 2010, as amended. (HB2146 HD1)

RELATING TO CHILD CARE. Deletes the Department of Human Services' obligation to determine required liability insurance coverage amounts for regulated child care providers. Extends the implementation and enforcement date of liability insurance requirements for regulated child care providers contained in Act 161, Session Laws of Hawaii 2017, until July 1, 2019.
