RELATING TO FOUND ELECTRONIC DEVICES. Clarifies that found electronic devices that may contain personal information shall be sanitized before providing the unclaimed property to finders or disposing of the property by public auction or other means.

RELATING TO NONPROFIT CORPORATIONS. Amends Chapter 414D, Hawaii Revised Statutes, to clarify that public benefit corporations may not purchase its memberships, to clarify that a person who does not have authority to vote as a member of the board is not a director, to clarify that a corporation with members may designate its directors, to add previous wording that was inadvertently removed through Act 87, Session Laws of Hawaii 2017, and to increase the length of time that the Attorney General has to review proposed sale of substantially all of the assets of public benefit corporations other than in the regular course of its activities.

RELATING TO CHARITABLE ORGANIZATIONS. Amends chapter 467B, Hawaii Revised Statutes, to substitute the term "total revenue" in place of "gross revenue", clarify when professional solicitors must file financial reports, clarify when commercial co-venturers must provide a charitable organization with an accounting and the benefit, eliminate the requirement for certain charitable organizations to submit an audit report, and make other housekeeping amendments.

RELATING TO CONSUMER CREDIT REPORTING AGENCIES. Eliminates the fee charged by a consumer reporting agency to place, lift, or remove a security freeze requested by a consumer, protected consumer, or a protected consumer's representative. Allows a consumer to request a security freeze at any time.

RELATING TO HEALTH CLUBS. Requires health clubs to maintain a surety bond of at least $100,000 to be paid to any member who suffers loss of money paid due to the insolvency or cessation of operation of a health club.

RELATING TO MORTGAGE SERVICERS. Augments the Commissioner of Financial Institutions ability to adapt chapter 454M, Hawaii Revised Statutes, requirements as reasonably necessary to use in NMLS. Authorizes the commissioner to enter into consent orders, and to issue cease and desist orders for chapter violations by licensees and unlicensed persons.

RELATING TO MONEY TRANSMITTERS. Amends bond provisions for consistency with terms used in chapter 489D, Hawaii Revised Statutes. Clarifies the commissioner's powers, including authority to administer and enforce chapter 489D, Hawaii Revised Statutes, issue declaratory rulings and informal interpretations, investigate complaints, subpoena witnesses, conduct hearings, require disclosures and criminal history record checks, hire qualified professionals for assistance, deposit revenues, fees and fines into the compliance resolution fund, revoke or limit licenses for violation, and report licensee violations to an appropriate federal agency.

RELATING TO INSURANCE. Amends various portions of the Hawaii Insurance Code under Hawaii Revised Statutes title 24 to update and improve existing Insurance Code provisions.

RELATING TO DIGITAL ELECTRONIC EQUIPMENT REPAIRS. Requires original equipment manufacturers of digital electronic devices to make diagnostic and repair information available to device owners and independent repair providers.

RELATING TO THE DEFINITION OF CONFIDENTIAL PERSONAL INFORMATION. Amends the definition of "confidential personal information" with regard to offenses against property rights.

RELATING TO PLANNED COMMUNITIES. Requires the counties to designate an agency to inform the public and hold a hearing when lands included in a community master plan are proposed for sale and intended to be used for a purpose other than as proposed in the master plan.

RELATING TO INTOXICATING LIQUOR. Permits brewpub and small craft producer pub licensees to allow minors, who are accompanied by a parent or legal guardian of legal drinking age, on the licensee's premises.

RELATING TO INTOXICATING LIQUOR. Includes distilled beverages containing spirits and added blending materials that contain less than twelve per cent of alcohol by volume in the cooler beverage definition. Deletes definition of draft beer. Applies the tax rate on draft beer to all beer.

RELATING TO LIQUOR COMMISSIONS. Requires members of the county liquor commissions and liquor control adjudication boards to submit to annual criminal history record checks. Requires attorneys hired by the liquor commission or liquor control adjudication board to submit to annual criminal background checks. Removes the requirement that the liquor commission appoints and removes an administrator subject to the civil service laws. Makes final decisions by the liquor commission reviewable under chapter 91, Hawaii Revised Statutes.

RELATING TO LIQUOR LICENSES. Requires the liquor commission to streamline procedures to provide for the issuance of temporary licenses for the sale of liquor for a period not to exceed one day for fundraising events by nonprofit organizations. Removes language that allows any other considerations deemed by the liquor commission to affect the matter of the application, the issuance, or the exercise of the license applied for, on reconsideration of a previously denied, refused, or withdrawn liquor license application.
