RELATING TO AGRICULTURAL ENTERPRISES. Establishes a new agricultural enterprise program within the department of agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture. Creates two new positions to implement the program. Establishes the agricultural enterprise special fund. Makes an appropriation. Effective 7/1/2050. (SD2)

RELATING TO BIOSECURITY. Establishes the biosecurity emergency response special fund within the Department of Agriculture. Establishes procedures for emergency declarations and expenditures. RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT. Extends through the 2028 taxable year the time in which the Department of Agriculture may certify important agricultural lands qualified agricultural cost tax credits. Effective 7/1/2050. (SD1)

RELATING TO IMPORTANT AGRICULTURAL LANDS. Implements Act 183, SLH 2005, in accordance with the State's constitutional duty to protect important agricultural lands by providing funds to the counties for the identification and mapping of important agricultural lands. Effective 7/1/2050. (SD1)

RELATING TO AGRICULTURAL THEFT. Amends the definition of agricultural equipment, supplies, or products. Strengthens property right protections for persons who produce agricultural products on private residential property. Effective 7/1/2035. (SD1)

RELATING TO ANIMALS. Prohibits manufacturers and contract testing facilities in Hawaii from using animal test methods for the purpose of testing cosmetics or household products for which an alternative test method is available. Imposes a civil fine and authorizes the attorney general to seek injunctive relief and any other recovery of damages. Effective 7/1/2050. (SD2)
